5,2 <br /> <br />Consideration re: <br />Ordinance re - <br />Taxicab Fares <br /> <br />Staff Report re:~ <br />Steering Committee on <br />Youth <br /> <br />would not significantly effect taxi cab ridership; and deregulation <br />offers the potential to improve taxi service response time. <br /> A st'aff'~report was presented regarding the requested increase in <br />taxi fares recommending that the City should approve a 17% increase <br />in local taxi fares by raising the fare from 80¢ for the first one- <br />third mile and 20¢ for each one-third mile thereafter to 80¢ for <br />the first one-fourth mile and 20¢ for each one-fourth mile thereafter, <br />and the City should request the taxi companies to submit financial <br />~tatements accompanied by federal income tax statements for review <br />at the end of one year. <br /> <br /> The City Manager stated that there is some concern that the <br /> <br /> fast increasing price of gasoline is going to have a further impact <br /> om taxi cab revenues and this is going to have to be recognized. He <br /> stated that there are two courses which could be followed. One, <br /> grant the 17% increase~as requested recognizing that they might have <br /> to come back in a short period of time for a further increase. He <br /> stated that while we are still operating with less than what we <br /> might ~onsider desirable financial information the staff continues <br /> to believe that the 17% fare increase is reasonable and that in <br /> view of the gasoline situation it may also be reasonable to increase <br /> the initial mileage' charge by 10¢ which would actually add 10¢ <br /> to each taxi ride. He also recommended that the ordinance should be <br /> modified to require that before rate increases are g~anted in the <br /> future the two Cab companies provide us with a full audit or make <br /> their books available for an audit to be conducted by the City. <br /> <br /> An ordinance entitled "ANORDINANCE TO AMEND AND REORDAIN <br /> <br /> SECTION 27-16 AS AMENDED~ OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br /> 1976, RELATING TO TAXICAB RATES," was offered by Mr. Albro, seconded <br /> by Mr. Gatewood and carried over to the next meeting for consideration. <br /> <br /> A staff repQrt pmepared by the Department of Community Develop- <br /> ment was presented regarding new state legislation on Youth, the <br /> Delinquency Prevention and Youth Development Act of 1978 and a <br /> proposed steering committee on youth. The function of the steering <br /> committee are to document the ne ed for coordination planning to be <br /> performed by the youth services board and office on youth and to <br /> p~esent a proposal for the board and office to the local governing <br /> bodies and receive their endorsement. The report stated that the <br /> ad hoc steering committee seeks the endorsement of the City ~a~ncil <br /> and Board of Supervisors to submit a proposal to form a youth <br /> services board and to se~ak funding under Bill 1020 for Charlottes- <br /> ville-Albemarle Office on Youth. <br /> <br /> Mr. Huja advised the Council that the Albemarle~County Board <br /> acted on May 16th to recognize the ad hoc steering committee on <br /> Youth, but took no action to appoint those county members presently <br /> serving as the Albemarle County appointees. He stated the board <br /> also authorized the application for funds with a qualification that <br /> the application will later be subject to approval by the governing <br /> <br /> <br />
