Charge to the Design <br />Committee <br /> <br />Commission re: <br />Social Development <br />Commission <br /> <br /> On motion by Mrs. O'Brien, seconded by Mr. Buck the following <br />charge to the design committee, was unanimously adopted. <br />1. Develop physical design criteria which addresses: A. Buildings on the site. <br /> B. Interrelationship of the buildings on the site. <br /> C. Relationship of the site development to the surrounding area. <br /> <br />2. Report back the criteria to City Council within 30 days of the <br /> date of appointment. <br />3. Work with developers' architects to review and comment on: <br /> A. Design concepts <br /> B. Design program <br /> C. Specific design proposals <br /> <br />4. Consult with appropriate representatives of the City and <br /> community in the above processes. <br /> Mr. David Little, Chairman of the Social Development Commission <br /> addressed the Council and stated that the commission felt that <br /> some of the categories for appointments to the commiasion were <br /> restrictive and created~difficulty for City Council in filling <br /> vacancies. He stated that in order to create a stronger commission <br /> with full membership the commission discussed alternatives for <br /> membership and adopted the following resolution whick~.eatablishes <br /> guidelines for appointments to the commission: <br /> The Council shall strive to appoint members to the Commission <br /> who have a strong interest in and knowledge of social concerns. <br /> The members shall be able to attend all regular meetings as <br /> well as work on special projects. The Council shall appoint <br /> 11 members and strive to balance the Commission according to <br /> geography, race, income, age and sex. <br /> <br /> The 11 members shall consist of 5 from specific categomies and <br /> 6 drawn from other categories as follows: <br /> <br />SPECIFIC CATEGORIES <br /> <br />1 member from the School Board or designate from the Board <br />l~representative of the University of Virginia Student Council <br />1 member of the University of Virginia faculty or administration <br />1 low-income resident <br />1 member of the Planning Commission <br /> <br />GENERAL CATEGORIES <br /> <br />Presentation re: <br />McGuffey Hill Housing <br /> <br /> City churches <br /> Youth <br /> Elderly (60 or over) <br /> Voluntary service organization~ <br /> Social services agencies <br /> Business <br /> Other social concerns: Health, Employment, Safety and Justice, <br /> Culture and Communications, the Handicapped <br /> Planning Commission <br /> <br /> The Mayor started that the Council should examine the present <br />composition of the board and terms of the members and use these <br />recommendations for future appointments. <br /> <br />The City Attorney was requested to prepare the properu~ <br />ordinance and/or resolution to implement these suggested changes. <br /> Representatives of Frank Smith and Partners presented their <br />p~oposal for the development of the property adjacent ot the <br /> <br />McGuffey Art Center. <br /> <br /> After completion of the presentation, Mayor Brunton discussed <br />possible changes in the time schedule as previously presented. <br />Mayor Brunton then asked Council, how they would wish to proceed <br /> <br />on this issue. <br /> Councillor O'Brien asked if Mr. Smith wanted an agreement from <br />City Council or sell the McGuffey property to him if Council could <br /> <br />agree on the proposed design. <br /> <br /> <br />
