Communication re: <br />Ch'ville Development <br />Group - Consulting <br />Contract <br /> <br />Staff Report re: <br />Outreach Counseling <br />Services <br /> <br />Mr. Smith agreed tha~ the purpose of his proposal that <br />he was seeking acceptance of the proposal from City Council and that <br />he was willing to live with conditions ~nich council might impose <br />concerning the design concept and that he was willing to work <br />within the community concept. <br /> <br /> Councillor O'Brien indicated she felt the process was a good <br /> one. She also indicated that City Council's problem with other <br /> projects was the inadequacy of thT design and the Council's final <br /> decision would be based on the proposed design. <br /> Mayor Brunton noted that ~tr. Smith's firm had placed the idea <br />before the neighborhood associati?ns and asked Mr. Stripling if he <br />had any suggestions as. to how the/City Council might proceed. <br /> <br />Mr. Stripling discussed possible times that the Council might <br />review a proposed agreement between Mr. Smith's firm and the City. <br /> <br /> Councillor O'Brien asked Mr. Wiley how long it might take before <br />an agreement could be developed~ <br /> <br /> Mr. Wiley indicated that Mr. Middleditch was prepared to present <br />a draft agreement to the staff as soon as Mr. Smith had given him <br />authorization to proceed. <br /> <br /> Councillor O'Brien asked if a week's time would make any <br />difference. <br /> <br /> Mr. Smith replied he realized ithat the legal process might take <br />some time but he could not authorize Mr. Middleditch to take any <br />action until the City Council accepted the proposal generally. <br /> <br />, seconded by Mrs. O'Brien it was <br />the Council endorses the process as <br />designates Frank Smith and Partners as <br /> <br /> the City Attorney and staff to negotiate <br />ught to Council in terms of a binding <br />)tions at the end of the process. <br /> <br /> ~sented from the Charlottesville Develop- <br />City Council release an additional <br /> <br />of Economic Development's 1979 budget <br />Zuchelli, Hunter and Associates.
