Community Attention Home become an arm of the City before approving <br />their budget, and may require similar action before giving final <br />approval to the funding of Outreach Counseling. The staff <br />recommended that Council adopt a resolution of support for Outreach <br />Counseling including a financial commitment of up. to $21,319, <br />authorize the staff to investigate the organizational alternatives <br />to insure proper lines of authority and fiscal accountability of <br />program services and funds, and appropriate local funds after <br />Outreach Counseling's budget has obtained state approval. <br /> Mrs. O'Brien stated that there are so many outreach workers <br /> <br /> in various agencies she wonders how this organization functions <br /> <br />with other agencies. <br /> Mr. Tom DeMaio, Director of Outreach Counseling Services, Inc. <br /> stated that when his organization was started there was no primary <br /> services reaching out to those youngsters designated as status <br /> offenders or juvenile delinquents in their hOmes before they <br /> required residential care. He stated that although there are <br /> outreach workers in other agencies they are to reach out and <br /> perform the functions of these agencies not necessarily to provide <br /> counseling to prevent further delinquency or the need for <br /> residential care. <br /> <br /> She also asked if this program refers people to other out- <br /> reach services and Mr. DeMaio answered that his organization does <br /> not refer, that youngsters and families are Ceferred to them and <br /> they go out and provide~the services in the home or in the school. <br /> Mr. Albro asked to what extent the City is now providing local <br /> funds for this kind of service. <br /> <br /> Mr. Stripling answered to his knowledge no local tax dollars, <br /> except that portion required to match Title 20 funds, and that <br /> match is included in the Social Welfare Department Budget. <br /> <br /> Mr. Albro noted that the staff report stated "Title 20 funding <br /> may substantially reduce local tax money needs" and asked if that <br /> would be the difference between the $21,000 requested and the <br /> <br /> $10,000 already appropriated in the Social Welfare Department budget. <br /> <br /> Mr. Stripling answered that the $10,000 already appropriated <br /> could not be swapped dollar for dollar since there would be <br /> fewer Title 20 dollars to match some of the programs. <br /> <br /> Mr. Heyward McElveen, Director of the Department of Social <br /> Services, noted that the City would he trading programs in terms <br /> of matching money. Instead of matching money with Title 20 we <br /> will be matching with the Department of Corrections. <br /> <br /> Mr. Stripling suggested that the Council consider the merits <br /> of the program~ what it provides, and the fact that it may require <br /> an appropriation of as much as $21,319. He als° noted that through <br /> the shift of funds the net cost to the City maybe less, but in <br /> order to qualify for State Department of Correction funds the <br /> appropriation must be made. <br /> <br /> Mr. Albro stated he had no trouble with the merits and in his <br /> judgement it is a very fine program and we should do what ever we <br /> <br /> <br />
