Staff report re: <br />JAUNT Funding <br /> <br /> can to keep it operating.~_~He stated that the Council was so <br /> exacting at budget time to keep existing programs within 7% of <br /> last year and equally harsh on proposals for new programs and he <br /> didn't want to destroy that philosophy and approve an essentially <br /> brand new program which would involve substantial amounts in <br /> excess of what has been budgeted. He thinks that Mr. McElveen <br /> and Mr. DeMaio have answered his concerns, which is their best <br /> assessment of the process, is that we budgeted $10,000 and that <br /> when the audit is done we believe we will end up having spent <br /> about that amount of money. <br /> <br /> Mr. Gatewood asked whether or not the purposes we are seeking <br /> could be served by a reallocation of funds from the Welfare <br /> Department budget, since $10,000 has already been appropriated. <br /> was wondering if the additional amount required could be forth <br /> coming from that budget. <br /> <br /> Mr. Stripling answered that the staff would prefer that the <br /> total appropriation be made rather than reduce the department <br /> of Social Services budget. <br /> <br /> Mr. Buck asked why this was not brought up at regular budget <br /> time. <br /> <br /> Mr. DeMaio answered that the Department of Corrections <br /> eliminated the Division of Youth Services, but have since been <br /> restructured, have a new staff and have again expressed interest <br /> in the program. <br /> <br /> After a lengthy discussion a motion by Mr. Buck, seconded by <br /> Mrs. O'Brien the following resolution was unanimously adopted. <br /> <br /> WHEREA: , Outreach Counseling Services, Inc. has applied <br /> through the Vir~ ;in.ia Department of Corrections for funding of <br /> delinquency pre~'ention and treatment agency; and <br /> <br /> WHEREA~ <br /> the receipt of <br /> <br /> WHEREA , the Board of Supervisors of Albemarle County <br />has endorsed this application and agreed to commit County funds <br />for 50%° of such local matching money; NOW THEREFORE, BE IT <br /> <br /> RESOLVED that the Council of the City of Charlottesville <br />hereby endorses the aforesaid grant application, and agrees to <br />commit local funds as needed, in an amount not greater than <br />$21,319 for F/Y 1979-80, to fund 50% of the required local <br />matching requirement for such program. <br /> <br /> A staff report was presented conveying JAUNT's request for <br /> <br />an interim loan for approximately $12,000 per month until approval <br />of the Section 18 Grant which they anticipate by the end of the <br />year and also a request from JAUNT that the City contribute <br />approximately $12,000 per year to JAUNT's operations which they <br />will use as match money to their Section 18 Grant. <br /> <br /> The staff recommended a~. follows: 1. That JAUNT be given <br />assurance for their financial support for the next three months <br />up to $12,000 per month with the understanding that in the mean- <br />time they will approach Albemarle County and other jurisdictions <br />to seek their support; 2. That the City contribute its fair <br />share of Section 18 match based upon ridership by Charlottesville <br />residents at the rate of 20¢ subsidy per trip; 3.
