utilize CETA employees as a match for Section 18 which would <br />possibly reduce City contributions if CETA match is acceptable <br />to the Highway and Transportation Department; 4. That the City <br />acquire a specially equipped van for the handicapped through <br />UMTA Capital Grant and loan it to JAUNT for limited demand responsive <br />services to Charlottesville residents; 5. That JAUNT agree to <br />submit a joint Section 8 application with the City; 6. That JAUNT <br />attempt to increase the load factor from the present 18% to <br /> <br />25%; 7. That JAUNT make attempts to reduce administrative costs <br />from the present 27% to closer to 20%; 8. That JAUNT cooperate <br />with the City and other jurisdictions in effective coordination of <br />mass transit at the regional level; and 9. That the City consider <br />expanding the present City-University of Virginia Transit Committee <br />to include JAUNT and other local jurisdictions. <br /> <br /> Mr. Stripling emphasized that JAUNT is asking the City to <br /> <br /> lend them money in anticipation of possible future state funding and <br /> that there is no guarantee that they money will be returned to <br /> the City. He stated it was his understanding that no other <br /> jurisdiction has been requested to participate in this loan. <br /> Based on the figures furnished by JAUNT it is the feeling of the <br /> staff that on or about July 1st that they will no longer be able <br /> to continue to operate. He also pointed out that the City is <br /> being asked, in effect, to increase its commitment to support <br /> Social Services Transportation Services within the City of <br /> Charlottesville and the City already contributes to the Social <br /> Service agencies although not directly or specifically for <br /> transportation, and if this is done then the City will be contributing <br /> a larger amount to these agencies for transportation. He stated <br /> he has also been unable to obtain any cost of services information <br /> as to the cost of urban transportation or rural transportation. <br /> <br /> Mr. Buck asked if what was being requested was that the City <br /> become the~major provider of financial support for the JAUNT <br /> operation and if that is the case the only way that that could <br /> be justified is that the City have control over the way JAUNT <br /> operates and would that be acceptable to the JAUNT board. <br /> <br /> Mr. Lloyd Wilson, Executive Director of JAUNT answered that <br /> Charlottesville is being asked to be an interim financer due to <br /> the uncertainty of the Section 18 Grants. <br /> <br /> Mrs~.~ O'Brien remarked that she is not convinced the City is <br /> receiving 47% of the JAUNT services. <br /> <br /> Mr. Buck remarked that it would be inappropriate for the City <br /> 'Council to spend City money to subsidize the rural part of this <br /> operation and asked is there any way to separate the rural <br /> operation so that we will know what the City operation amounts to. <br /> <br /> <br />
