Mr. Wilson answered that at present he does not have the
personnel or accounting system to enable him to give this kind of
information, but h~ is in the process of a system which would
identify costs by van and by driver.

Mr. Gatewood suggested that action be deferred on this request
and in the meantime try to develop the information requested.

The main points of information requested were: ridership and cost
for each agency; ridership and cost in the City; and ridership and
cost for each county; and also the cost split between rural and
urban operations.

Mr. Albro stated he would like to have some firm information
regarding the willingness of other jurisdictions that are served
by JAUNT. to contribute to this $12,000 loan. He stated that he
personally could non vote for a $36,000 loan to keep a district
wide transporation system going with no guarantee that any of that
money would ever come back to the City and with no financial
commitment of any kind from other jurisdictions served by JAUNT.

The Mayor asked Mr. Wilson if he had applied to the other
jurisdictions for funds and Mr? Wilson answered that he had some
discussions with Albemarle County and he hoped to have some with
Nelson in the near future.

Mr. Buck suggested that the Council make a commitment to pay
its fair share for the use of this service for residents of the
City for a period of time while this information is being gathered.

Mr. Gatewood stated that rather than the City funding the
short term income for JAUNT to continue to operate that JAUNT
instead change its method of operation, so ~at its expenses are
reduced to the extent that it can continue to operate on a reduced
basis.

A motion by Mr. Buck, seconded by Mrs, O'Brien that the City
agree to loan funds to JAUNT for a ninety day period based up to
a maximum of 47% of the deficit during that period with a maximum
of deficit allowable of $12,000 per month and those figures would
be later subject to adjustment based on the actual cost of
providing the services for residents of Charlottesville, with the
condition that other jurisdictions receiving the services commit
a similar amount for their share of the services and if they are
unwilling to do so that their services be cut; and that JAUNT
cooperate with the staff to make those changes necessary in their
accounting system to provide the information necessary for the
staff to make a proper evaluation, was adopted by the following
recorded vone. Ayes: Mr. Brunton, Mr. Buck and Mrs. O'Brien.
Noes: Mr. Albro and Mr. Gatewood.

On motion by Mrs. O'Brien, seconded by Mr. Buck the following
resolution was offered and carried over to the next meeting for
consideration.

BE IT RESOLVED by the Council of the City of Charlottes-
ville that the sum of $16,920.00 is hereby appropriated from the
unappropriated balance of the General Fund to expenditure account
01-92390, as a contribution to the operations of Jefferson Area
United Transportation, Incorporated (JAUNT), a non-profit
chairtable corporation; provided (1) that such sum shall be paid
