paid to JAUNT in three equal monthly installments as needed to <br />offset JAUNT's failure to receive anticipated federal or state <br />grants to cover the cost of ~uch operations, (2) that it is <br />understood that JAUNT will refund to the City any such sums for <br />which offsetting grant funds are ultimately received, and (3) <br />that the other political subdivisions served by jAUNT agree <br />similarly to donate their respective shares .of the operating <br />expenses of JAUNT during such period~ with such pro-rata shares <br />being determined by the ridership figures from each' sUch <br />jurisdiction during the past fiscal year. <br /> <br /> Mrs. O'Brien raised the question of support of the Section 18 <br />Grant. <br /> <br /> The Mayor asked if the City could join in the application since <br /> the County has already applied. <br /> <br /> Mr. Wilson answered that the Virginia Department of Highways <br /> <br /> and Transportation has recommended that Charlottesville and Albemarle <br /> County apply jointly and there would be no problem with having a <br /> jointly sponsored application with either jurisdiction being the <br /> designated recipient of funds. <br /> <br /> The Mayor asked if this could be in lieu of the JAUNT application <br /> with the County and Mr. Wilaon replied that this Mould be a joint <br /> endorsement of that application. <br /> <br /> Mrs. O'Brien remarked that it might be a problem for the City <br /> to be jointly sponsoring their resolution for the same money, that <br /> the City should be applying for. Mrs. O'Brien remarked that in <br /> the not to distant future there is a need for the City and the <br /> County to sit down and talk about transportation, both the City's <br /> transportation and JAUNT transportation. <br /> <br /> Mr. Stripling stated that when the Counnil voted on the <br /> preliminary application for Capital Funds for the transit system <br /> the staff recommended that we include wheelchair accessible lifts <br /> on the five new buses which were proposed to be purchased. At <br /> the time it was not clear what the federal government's position <br /> was going to be. Since that time rules have been established and <br /> effective July 2, 1979 the federal government will require that on <br /> all solicitations for hids on public transi~ buses purchased with <br /> the financial assistance from the Department of Transportation <br /> include wheelchair accessibility features and further requires <br /> that within ten years that half of the buses used in peak hour <br /> service must be wheelchair accessible. He stated that forms have <br /> <br /> just Been received and that we must resubmit our application <br /> JulYl, 1979, since they will deny any request which does not <br /> include wheelchair lifts on new buses. He stated that the cost <br /> of the lifts is estimated to be $25,000. He requested Council to <br /> reconsider the previous resolution adopting the preliminary <br /> application and include lifts for the five new buses. <br /> <br /> A motion by Mr. Albro, seconded by Mr. Buck that the <br /> application be amended to include lifts as equipment on the new <br /> buses and that the Mayor draft an appropriate letter to our <br /> representatives in Congress to investigate this requirement, was <br /> adopted by the following recorded vote. Ayes: Mr. Albro, Mr. <br /> Buck, Mr. Brunton and Mr~.Gatewood. Noes: Mrs. O'Brien <br /> <br /> <br />
