Staff Report re: <br />CHIP - Housing <br />Rehabilitation <br />Regulations <br /> <br />could be made in order to bring it closer to the level of funding <br />which the City and County have indicated. <br /> <br /> Mrs. O'Brien stated she supported the recommended method of trying <br />to find some savings, but if none could be found she would support <br />going ahead with the project. <br /> <br /> Mr. Albro stated that he supported Mr. Hendrix proposed procedure <br />to try to affect some reduction, but if the cost can not be reduced <br />he would be in favor of proceeding with the project. <br /> <br /> A meeting was set for July 30th at 7;30 p.m. to receive the <br /> report from the staff. <br /> <br /> The City Manager advised the Council that CHIP had contacted <br /> <br />him a couple of months ago and indicated they were concerned about <br />their being able to continue the rehab program through the next <br />fiscal year. He stated as a result of discussions with them it was <br />agreed that we would not use contractors th~ next fiscal year, but <br />would use CHIP for the entire rehab program and that $50,000 would <br />be set aside for operating grants to CHIP which procedure has been <br />used in the past. One problem was left to be resolved that of <br />requiring those families who qualified for the program to first try <br />to obtain financing through Vt{DA and secure a loan before they were <br />considered for a grant. <br /> <br /> The staff~feels that is a rather drastic change from the past <br /> aspects of the program and that it would work a hardship on some <br /> people, and after discussion it was decided it shauld be left up <br /> to City Council as to whether the policy would be changed or not. <br /> <br /> After further discussion with CHIP they felt sufficient funds <br /> would be available for the program for the next fiscal year and <br /> the VHDA loan programwould not be necessary to keep the program <br /> going. He stated that the amount of money available for next <br /> year is $117,584.19 and the staff feels that based on past <br /> experience that is enough money to keep the CHIP program going <br /> through the next fiscal year. He stated after any decision is <br /> made by Council the regulations will need to be changed to reflect <br /> any changes in the present program. <br /> <br /> .Miss Kathteen Leason, Executive Director of the Chaklottesville <br /> Housing Improvement Program stated that if there is $117,000 <br /> available that would be sufficient to operate the program for the <br /> next fiscal year without using the VHDA program. <br /> <br /> The Mayor questioned Miss Leason about the combination loan <br /> grant policy whereby the work could be done partly with VHDA loan <br /> and partly with a grant from CHIP and she answered that that could <br /> be done. The Mayor stated he would like, to know if this would be <br /> a viable program on this basis and the City Manager replied you <br /> have to decide as a matter of policy whether the program is to <br /> become a partial loan program, which is what CHIP is suggesting, <br /> but the staff feels that to change the program at this time would <br /> cause a hardship on some people. He stated that there are people <br /> <br /> <br />
