He stated it is a matter of philosophy whether' <br /> you want people to try to get a loan approved and if they cann't get <br /> a loan then give them a grant and that is a change from the way it <br /> has been in the past, The staff is suggesting that Council decide <br /> as a matter of philosophy as to whether the program is changed or <br /> not by having applicants apply for a loan for whatever they can <br /> and the grant program make up the difference, The staff thinks <br /> that may cause hardships and.a new iniquities, but it is a change <br /> in the way people in the program have been treated in the past. <br /> <br /> Mr.. Bill Mitchell remarked that although the use of VHDA might <br />very well be a viable way ~to continue the program he thinks .some <br />people who would participate in the program would probably be <br />discouraged from participating and would not add s~gnificant life <br />to the CHIP program and he thinks we should proceed with the <br />program as in the past with the funds that are available. <br /> <br /> Miss Leason commented that given the current and future funding <br />situation it seems that the City might have to go to some kind of <br />loan program in the future and now a loan grant can be combined <br />which will possibly extend that kind of program for a longer period <br />of time. <br /> <br /> Mr. Albro asked Miss Leason if CHIP could get by one more year, <br />is there any compelling reason why the rules should be changed now <br />and go to VI{DA loans as opposed to keeping the rules the same for <br />one more year. <br /> <br /> Miss Lesson answered that unless there are other grant resources <br />available the VHpA would have to be relied on totally or someother <br />loan pr.ogram, whereas now CHIP has the opportunity to intergrate grant <br />funds with VHDA loans, but in the future they won't have that <br />opportunity. <br /> <br /> Mr. Gatewood commented that he does not think any of the Council <br /> <br />have the idea th~ <br />that City fundin~ <br />but he likes the <br />would be in faro: <br />coming year. <br /> <br /> A motion by <br />change in philos <br />was unanimously <br /> <br /> The resoluti~ <br />consultants to az <br />and Crow RecreatJ <br />the Council on J~ <br />vote.
