Resolution re: <br />Authorzing the Mayor <br />to sign an option <br />for the purchase <br />of property on Pen <br />Park Road <br /> <br />Resolution re: <br />Encouraging the GSA <br />to utilize the Levy <br />Opera House for the <br />Federal District <br />Court <br /> <br />Resolution~re: <br />Authorizing the City <br />Manager to sign letter <br />authorizing the <br />Jefferson-Madison <br />Regional Library to <br />use State Library <br />Funds <br /> <br />kind Of commitCee to work with. ~he consultant that would include <br />representatives fr'om-~i~-~acious jurisdictions to coordinate a <br />transportation system with the County and the University. She thinks <br />that Mr, Fisher should be approached to see if the County is interested <br /> <br />in this project. <br /> <br /> On motion by Mrs, O'Brien, seconded hy Mr. Albro the City <br />Manager was authorized to apply for a Mass Transit Technical <br /> <br />Assistance Grant. <br /> <br /> On motion by Mrs, O'Brien, seconded hy Mr. Alhro the following <br />resolution was unanimously adopted. <br /> <br /> BE IT RESOLVED ~y the Council of t~e City of Charlottesville, <br />that the Mayor is hereby authorized to execute on behalf of the <br />City the following document, in form approved by the City Attorney: <br /> <br /> Agreement between Esther B. Wayland and the City of <br />Charlottesville for the purchase of property along State Route 768. <br /> <br /> A copy of such document shall be kept on file with the <br />minutes of the Council meeting at which this resolution was adopted. <br /> <br />On motion by Mrs. O'Brien, seconded by Mr. Albro the following <br /> <br />resolutiOn was unanimously adopted. <br /> <br /> WHEREAS, the Levy Opera House, located at the southeast <br />Corner of Park and High Streets in the City of Charlottesville, is <br />a structure of notable historic and architectural significance of <br />this community; and <br /> <br /> WHEREAS, the City of Charlottesville has for several years <br />been seeking some worthwhile public use to which the Levy Opera <br />House could be put, in order that it might be preserved for the <br />benefit of future generations; and <br /> <br /> WHEREAS, the continued presence of the United States <br />District Court in a downtown location would be of great benefit <br />to the growth and development of downtown Charlottesville, and <br />would best serve the needs of the business and legal communities, <br />and of other citizens of the City; and <br /> <br /> WHEREAS, the relocation of the court from its present <br />location in the building which will be converted for use as the <br />Jefferson-Madison Regional Library would be a benefit to the City <br />of Charlottesville and to the other jurisdictions participating <br />in the library project; and <br /> <br /> WHEREAS, it has come to the~attention of this Council that <br />the Perry Foundation, owners of the Levy Opera House, and the <br />General Services Administration are engaged in negotiations to <br />secure the Levy Opera House as a site for relocation of the United <br />States District Court; now, therefore, be it <br /> <br /> RESOLVED by the Council of the City of Charlottesville that <br />the Council deems the Levy Opera House to be a most suitable and <br />auspicious location in which to situate the United States District <br />Court, endorses the proposal to use the Levy Opera House for this <br />purpose as being of benefit to the entire community, and encourages <br />the Perry Foundation, the Court, an~ the General Services <br />Administration to make every effort~ to bring their negotiations <br />to a successful conclusion. <br /> <br /> The City Manager advised the Council that each year the Virginia <br />State Library notifies the jurisdictions in the local library system <br />of the amount of state aid which will allocated to the Jefferson- <br />Madison Regional Library and requires that each local government <br />formally authorize the expenditure of these funds. He stated that <br />the .library board has been notified that the amount of state aid <br />for fiscal year 1980 is $113,799 which is $304.00 more than the <br />local library's estimate, but the difference is not significant <br />enough to warrant adjusting the budget. He stated that the state <br />library requires written approval from the governing body before <br />any expenditure~can be made from 'these funds. <br /> <br /> On motion by Mr. Albro, seconded by Mrs. O"Brien the City Manager <br />was authorized to sign the authorization of the expenditure of state <br /> <br />aid funds. <br /> <br />87 <br /> <br /> <br />
