Ayes: Mr. Albro, Mr. Brunton, <br />Mr. Buck and Mrs. O'Brien. Noes: Mr. Gatewood. <br /> <br /> Mr. Bob StriBling gave a brief up date on the solar energy <br />exemption legislation. He stated that last year this matter was <br />discussed and Council tabled the proposal of adopting the <br />local option legislation and the intent at that time was to await <br />some anticipated federal action. He stated there are now some <br />energy credits through the income taxi system. He stated that the <br />staff feels that due to the lack of developable land in the City and <br />the fact that most of these installations would be applied to <br />older buildings the only people who would probably be able to take <br />advantage of a tax credit due to the expense involved with <br />installation would be the upper income level. <br /> <br /> An interim report regarding the tank ca~-~ incident on <br /> <br /> August 4, 1979 was presented and ordered filed with the minutes <br /> <br />Staff Report re: <br />Economic Development <br />Activities in the <br />Starr Hill Neighborhood <br /> <br />of this meeting. <br /> <br /> Mr. Huja, Director of the Department of Community Development <br />presented proposed guidelines for the Economic Development Loan <br />and Grant Program for the Starr Hill Neighborhood which <br />emphasized the loan aspects of the program. He stated that a <br />local banking institution has agreed to service the loans and as <br />soon as the Council approves the guidelines and appoints the <br />committee the program can proceed. <br /> Mrs.~ O'Brien suggested that the loan and grant committee consist <br />of three members instead of five to seven as suggested. <br /> Mr. Buck suggested that under Section VI (7) the words "for <br /> three years" be deleted and under Section VII, Sgep 6 the word, <br /> "guarantees" was changed to "security" and Step 10 the Department <br /> of Community Development was changed to "City Treasurer." <br /> <br /> <br />
