Staff Report re: Urban <br />Park & Recreation <br />Recovery Program <br /> <br />lights are already in p!ace~ <br /> <br />there is no eX~ <br /> <br /> install lights and/or gates if <br />; or 4. construct an underpass <br /> <br /> or overpass. He stated that most intersections do not have <br /> gates,, but have lights so there would be some crossings where gates <br /> could be added as an additional protection. He stated there are <br /> two c=ossings, Dale Avenue and Concord Avenue which do not have <br /> lights or any protection and the City Engineer has suggested that <br /> because of alternate routes across the tracks that these crossings <br /> be closed. He stated that if the. Council wished to pursue this <br /> matter we could apply for funds through the State Highway Depart- <br /> ment to improve the safety at a number of these corssings and it <br /> <br /> is estimated that the. local share of this funding would be in the <br />~neighborhood of $22,500. <br /> <br /> Mr. Albro stated he agreed with the recommendation to close <br /> those two crossings which would cause very little inconvenience <br /> with an increase in safety at probably no cost. <br /> <br /> Mr. Buck suggested that a public hearing be held at the next <br /> meeting and take under consideration closing the two suggested <br /> crossings and to get some in put about installing gates at some <br /> of the other crossings. <br /> <br /> Mrs. O'Brien questioned if some of this money could be combined <br /> with the money we expect to get for improvements on West Main <br /> Street for improving the Nineth Street-Tenth Street Intersection. <br /> <br /> The Mayor announced that a public hearing would be held at <br /> <br /> the next meeting to discuss this matter. <br /> <br /> The City Manager stated that he would like to bring to the <br />attention of Council a new federal program which appears to have <br />money available in the park and recreation field and would like <br />Council's guidance as to whether the-City should submit an <br />application for these funds. He stated the objectives include <br />recreational planning, rehabilitation of existing facilities and <br />innovative concepts, facilities and programs, He stated the <br />match requirements are 70% federal and 30% local of which the state <br />could provide part of the local match, but that the City has been <br />informed that for this year no such monies are available. <br /> <br /> Mr. Buck asked if this was an on going program and Mr. Huja <br />answered that it is a five year program and twenty million dollars <br />have been~appropriated for 1979 and one hundred twenty-five million <br />for 1980. The list of potential projects include recreation program <br />for the handicapped, improvements to Riverview Park, improvements <br />to existing facilities at Azalea Park, wildlife preserve and zoo <br />at Pen Park, and improvements to the facilities in McIntire Park. <br /> <br /> Mrs. ,O'Brien asked if any thought had been given to the need <br />for tennis courts on the south side of theCity or the tennis courts <br />that are proposed to finish Tonsler Park. <br /> <br /> <br />
