Presentation re: Vinegar <br />Hill Impact Committee <br /> <br />Communication re: <br />Lousia County Board <br />of Supervisors <br /> <br />Communication re: <br />FOCUS <br /> <br />Staff Report re: <br />Railroad Crossings <br /> <br /> Mr. John Conover, Chairman of the~Vinegar Hill Impact <br /> <br />Committee, addressed the Council and presented a report of that <br />committee. He stated that the committee has identified and <br />discussed several areas of impact and considered suggestions where <br />poss±ble~ The suggestions are not specific solutions but are <br />given for further consideration., The areas of impact are as <br />follows: 1. the Mall~ 2. Start Hill; 3, traffic; 4, transportation~ <br />5. gas and fast food; 6, parking; 7. green and open space; <br /> <br />8. Ridge Street;-9, signs; 10. office building; and 11. Midway <br />site. <br /> <br /> The Mayor thank~ed Mr. Conover for the report and stated it <br /> <br />would be referred to the Planning Commission and the Start Hill <br />Revitalization Committee and then Council would hold a work session <br />at a future date, <br /> <br /> Mr. Buck rePorted that he had spoken with some of the members <br /> <br />of the Louisa County Board of Supervisors concerning the study <br />of the Jefferson-Madison Regional Library and they indicated that <br />they had not expected the City to join in the study, but Louisa <br />County was interested in the study to make sure they are getting <br />their share of service for money spent. <br /> <br /> Mrs. Betsy Bowers, President of the~Board of FOCUS addressed <br /> <br />the Council to request some financial assistance from the City <br />which would serve as funding on to which they can add federal, <br />state and private funds which become available. She stated that <br />62% of the clientele come from the City and 38% from the County <br />and requested an amount of $8,035 as the City's share. She <br />stated that FOCUS deserves the City's support because it has a <br />unique combination of services particularly directed to women who <br />are facing a transition or crisis of some type. She stated that <br />she thinks FOCUS also deserves the City's support because it <br />tries, to avoid duplication of services and competing with other <br />organizations and agencies. <br /> <br /> On motion by Mr,Buck, seconded by Mrs, O'Brien the following <br />resolution was offered and carried over to the next meeting for <br />consideration. <br /> <br /> BE IT RESOLVED,by the Council of the City of Charlottesville, <br />Virginia, that the sum of $8,035 is hereby appropriated from <br />the unappropriated-balance of the General Fund to expenditure <br />account 01-92420 as a grant to FOCUS, a non-profit, charitable <br />organization, serving the needs of women in the Charlottesville <br />community. <br /> <br /> The City Manager presented a staff report regarding railroad <br /> crossings in the City. He stated that there are eleven at grade <br /> crossings within the City which are used by approximately 30,000 <br /> vehicles per day. He gave a summary of the number of accidents <br /> and the number of injuries for a number of years caused by trains <br /> colliding with vehicles. He stated there is a program funded <br /> through the State Highway Department which provides money to <br /> increase the safety of railroad crossings. He stated there are <br /> four basic alternatives available for handling given railroad <br /> crossings: 1. close the crossing; 2. add gates if flashing <br /> <br /> <br />
