%02 <br /> <br />Resolution re: <br />Granting special <br />permit for Midway <br />Site <br /> <br /> WHEREAS, in the present period of gasoline shortages, <br />local gasoline retailers seeking additional supplies may apply to <br />the State Office of Emergency and Energy Services for emergency <br />relief assignments from the state gasoline "set-aside"; and <br /> WHEREAS, gasoline retailers in Charlottesville and <br />Albemarle County believe this procedure to be ineffecient and <br />at some times inequitable; <br /> <br /> AND~WHE~REAS, th~ presence of a large number of tourists <br />and UniverSity of Virginia students in the Charlottesville area <br />place an additional burden on local gas supplies, beyond that <br />found in some other areas of the state; <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />COuncil of the City of Charlottesville, Virginia~ that the Governor <br />of Virginia is mequested to take such actions as are necessary <br />to insure that an equitable share of available gasoline supplies <br />are allocated to the Charlottesville/Albemarle area, including <br />the alloca~tion.~Of ~additiOnal portions of the state "set-aside" <br />as may be necessary. <br /> <br /> A~report was presented from the Planning Commission <br /> recommending that an amendment fOr a special permit to use <br /> the property located at the southeast corner of Ridge Street <br /> and West Main Street to construct a ninety-four unit, five <br /> story building for elderly-housing be approved for the following <br /> reasons: 1. it is in harmony with the 1990 Land Use Plan; 2. <br /> it will provide a economic stimulus for the central city develop- <br /> ment; 3. it will provide the much needed housing for the elderly; <br /> 4. the proposed concept for this structure is in harmony with <br /> the surrounding environment and would not have a significant <br /> impact on surrounding neighborhoOd; and 5. it is in harmony <br /> with the purposes and intent of the B-4 district. <br /> On motionby Mr. Buck, seconded by Mr. Albro the amends? <br /> ment to the special permit for property located southeast <br /> corner of Ridge Street and West Main Street was unanimously <br /> <br />Resolution re: <br />Authorizing sale of <br />Midway Site for <br />Housing Project <br /> <br />approved. <br /> <br /> WHEREAS, on June 19, 1978 this Council adopted a <br />resolution granting a special permit for development of the <br />property located at the southeast corner of Ridge and West <br />Main Streets, with apartment units at a density of not more <br />than 42.5 units per acre, or a maximum of 100 units, subject <br />to certain other conditions; and <br /> <br /> WHEREAS, Bush Development Corporation, the present <br />developer of such project, has made application to amend the <br />resolution of June'lg, 1978 in certain particulars, and that <br />application was the subject of a joint public hearing before <br />the City Planning connnission and this Council; now, therefore, <br />be it <br /> <br /> RESOLVED hy the Council of the City of Charlottesville, <br />Virginia; that the aforesaid resolution adopted June 19, 1978 <br />is hereby amended to permit development of the property in <br />accordance with the building concept and site plan submitted <br />with this amended application, with a maximum of five stories <br />above ground level; and that all other terms and conditions of <br />such previous resolution shall remain in full fom. ce and effect. <br /> On motion by Mrs. O'Brien, seconded by Mr. Gatewood the <br /> following resolution was unanimously adopted. <br /> <br /> BE IT .RESOLVED, by the Council of the City of <br /> Charlottesville, Virginia, ghat the Mayor is hereby authorized <br /> to execute a contract, in form approved by the City Attorney, <br /> for a sale of city property located at the intersection of <br /> Ridge Street and West Main Street, designated as Parcel 93 <br /> on City Real Property Tax Map 28 to the Bush Development Corporation <br /> for a purchase price of $165,000.00. Such contract shall <br /> be conditioned upon the purchaser's use of the property for <br /> construction of an apartment buildi~g~for elderly tenants, in <br /> accordance with plans submitted with purchaser's application for <br /> a special permit for such development, and upon the inclusion in <br /> such building of usable balconies on no fewer than 24 of such <br /> apartment units. <br /> <br /> <br />
