Executive Session A motion by Mr. Albro, seconded by Mr. Gatewood that Council meet in executive session to discuss matters exempted by Section 2.1-344(a)(1), 2.1-344(a)(2) and 2.1-344(a)(6) of the Virginia Freedom of Information Act, was adopted by the following recorded vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Gatewood and Mrs. O'Brien. Noes: Mr. Buck, On motion the meeting a~journed, Clerk Regular Meeting Executive Session Approval of Minutes Report re: Joint City/ County Cooperation Committee ilCOIRqCIL .CHAMBER - TUESDAY, SEPTEMBER 4, 1979 The Council met in regular session on this date with the .following members preaent: Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs, O'Brien. Ahsent~ Mr. Albro. A motion by Mr, Gatewood, seconded by Mrs. O~Brien that Council meet in executive session to. discuss a matter exempted by Section 2.1-344(a)(1) of the Virginia Freedom of Information Act, was adopted by the following recorded vote. Ayes: Mr. Brunton, Mr. Gatewood and Mrs. O'Brien. Mr, Buck was absent at this time. The executive session was dispensed with and regular session resumed at 7:30 p.m. The minutes of tke meetings of August 13th and AuguSt 20th were approved as presented. Mrs. ~Sally Thomas, Chairman of the Joint City/County Cooperation Committee presented a report of that committee, She stated that the committee studied the Michie legislation and the main conclusion was that the bill. produces many uncertainties and the committee regrets that~there are not more incentives in the bill to encourage city/county cooperation, but at least the provision is there. She stated the current plan of the committee are to look into tax base revenue sharing possibilities, monitor the activities that are taking place in the public transportation plan and study the present methods of cooperation suchJas joint boards and commissions that have been formed to handle the delivery of joint services. She ~stated they would be very happy for direction as to what the Council would most like for them to be doing. Mrs.. O'Brien remarked that what needs to be done at this point is that the Council and Board of Supervisors need to have some discussion as to the future direction Of this committee. There are some definite observations as to the cost and animosities aroused in either annexation or future immunity suits and that as elected officials should work to avoid. She stated that the committee is asking for clearer direction and perhaps the Council should d~scuss this with the County Board of Supervisors.
