Executive Session <br /> <br /> A motion by Mr. Albro, seconded by Mr. Gatewood that Council <br />meet in executive session to discuss matters exempted by <br />Section 2.1-344(a)(1), 2.1-344(a)(2) and 2.1-344(a)(6) of the <br />Virginia Freedom of Information Act, was adopted by the following <br />recorded vote. Noes: Mr. Buck, <br /> <br /> On motion the meeting a~journed, <br /> <br />Clerk <br /> <br />Regular Meeting <br /> <br />Executive Session <br /> <br />Approval of Minutes <br /> <br />Report re: Joint City/ <br />County Cooperation <br />Committee <br /> <br />ilCOIRqCIL .CHAMBER - TUESDAY, SEPTEMBER 4, 1979 <br /> <br /> The Council met in regular session on this date with the <br />.following members preaent: Mr. Brunton, Mr. Buck, Mr. Gatewood <br />and Mrs, O'Brien. Ahsent~ Mr. Albro. <br /> A motion by Mr, Gatewood, seconded by Mrs. O~Brien that Council <br />meet in executive session to. discuss a matter exempted by Section <br />2.1-344(a)(1) of the Virginia Freedom of Information Act, was <br />adopted by the following recorded vote. Ayes: Mr. Brunton, Mr. <br />Gatewood and Mrs. O'Brien. Mr, Buck was absent at this time. <br /> The executive session was dispensed with and regular session <br /> resumed at 7:30 p.m. <br /> <br /> The minutes of tke meetings of August 13th and AuguSt 20th <br /> <br /> were approved as presented. <br /> Mrs. ~Sally Thomas, Chairman of the Joint City/County Cooperation <br /> Committee presented a report of that committee, She stated that <br /> the committee studied the Michie legislation and the main <br /> conclusion was that the bill. produces many uncertainties and the <br /> committee regrets that~there are not more incentives in the bill <br /> to encourage city/county cooperation, but at least the provision <br /> is there. She stated the current plan of the committee are to <br /> look into tax base revenue sharing possibilities, monitor the <br /> activities that are taking place in the public transportation <br /> plan and study the present methods of cooperation suchJas joint <br /> boards and commissions that have been formed to handle the <br /> delivery of joint services. She ~stated they would be very happy <br /> for direction as to what the Council would most like for them <br /> to be doing. <br /> <br /> Mrs.. O'Brien remarked that what needs to be done at this <br /> <br /> point is that the Council and Board of Supervisors need to have <br /> some discussion as to the future direction Of this committee. <br /> There are some definite observations as to the cost and animosities <br /> aroused in either annexation or future immunity suits and that <br /> as elected officials should work to avoid. She stated that the <br /> committee is asking for clearer direction and perhaps the Council <br /> should d~scuss this with the County Board of Supervisors. <br /> <br /> <br />
