Executive Session Regular Meeting Executive Session Approval of Minutes Report re: Joint City/ County Cooperation Committee A motion by Mr. Albro, seconded by Mr. Gatewood that Council meet in executive session to discuss matters exempted by Section 2.1-344(a)(1), 2.1-344(a)(2) and 2.1-344(a)(6) of the ~irginia Freedom of Information Act, was adopted by the following · ecorded vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Gatewood and [rs. O'Brien. Noes: Mr. Buck. On motion the meeting adjourned, ~OUNCIL CHAMBER ~ TUESDAY, SEPTEMBER 4, 1979 The Council met in regular session on this date with the .following members preaent: Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs, O'Brien. Absent: Mr. Albro. A motion by Mr, Gatewood, seconded by. Mrs. O'Brien that Council meet in eXenutive session to discuas a matter exempted by Section 2 1-344(a)(1) of the Virginia Freedom of Information Act, was a [opted by the following recorded vote. Ayes: Mr. Brunton, Mr. Gmtewood and Mrs. O'Brien. Mr, Buck was absent at this time. The executive session was'dispensed with and regular session · ~sumed at 7:30 p.m. The minutes of the meetings of August 13th and August 20th w~re approved as presented. Mrs. Sally Thomas, Chairman of the Joint City/County Cooperation C )mmittee presented a report of that committee. She stated that t~e committee studied the Michie legislation and the main c~nclusion was' that the bill produces many uncertainties and the c~mmittee regrets that there are not more incentives in the bill t~ encourage city/county cooperation, but at least ~he provision l~ there. She stated the current plan of the committee ar.e to t~ ok into tax base revenue sharing possibilities, monitor the a,~tivities that are taking place in the public transportation pl.an and study the present methods of cooperation suchas joint b~ards and commissions that have been formed to handle the d~livery of joint services. She 'stated they would be very happy f~)r direction as to what the Council would most like for them t~ be doing. Mrs~ O'Brien remarked that what needs to be done at this p, int is that the Council and Board of Supervisors need to have s¢~me discussion as to the future direction Of this committee. ~tere are some definite observations as to the cost and animosities a~'oused in either annexation or future~immunity suits and that a~ elected officials should work to avoid. She stated that the committee is asking for clearer direction and perhaps the Council s .ould d~scuss this with the County Board of Supervisors.
