Executive Session <br /> <br />Regular Meeting <br /> <br />Executive Session <br /> <br />Approval of Minutes <br /> <br />Report re: Joint City/ <br />County Cooperation <br />Committee <br /> <br /> A motion by Mr. Albro, seconded by Mr. Gatewood that Council <br />meet in executive session to discuss matters exempted by <br />Section 2.1-344(a)(1), 2.1-344(a)(2) and 2.1-344(a)(6) of the <br /> <br /> ~irginia Freedom of Information Act, was adopted by the following <br /> · ecorded vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Gatewood and <br /> [rs. O'Brien. Noes: Mr. Buck. <br /> <br />On motion the meeting adjourned, <br /> <br />~OUNCIL CHAMBER ~ TUESDAY, SEPTEMBER 4, 1979 <br /> <br /> The Council met in regular session on this date with the <br /> .following members preaent: Mr. Brunton, Mr. Buck, Mr. Gatewood <br /> and Mrs, O'Brien. Absent: Mr. Albro. <br /> <br /> A motion by Mr, Gatewood, seconded by. Mrs. O'Brien that Council <br /> meet in eXenutive session to discuas a matter exempted by Section <br /> 2 1-344(a)(1) of the Virginia Freedom of Information Act, was <br /> a [opted by the following recorded vote. Ayes: Mr. Brunton, Mr. <br /> Gmtewood and Mrs. O'Brien. Mr, Buck was absent at this time. <br /> <br /> The executive session was'dispensed with and regular session <br /> <br /> · ~sumed at 7:30 p.m. <br /> <br /> The minutes of the meetings of August 13th and August 20th <br /> <br />w~re approved as presented. <br /> <br /> Mrs. Sally Thomas, Chairman of the Joint City/County Cooperation <br />C )mmittee presented a report of that committee. She stated that <br />t~e committee studied the Michie legislation and the main <br />c~nclusion was' that the bill produces many uncertainties and the <br />c~mmittee regrets that there are not more incentives in the bill <br />t~ encourage city/county cooperation, but at least ~he provision <br />l~ there. She stated the current plan of the committee ar.e to <br />t~ ok into tax base revenue sharing possibilities, monitor the <br />a,~tivities that are taking place in the public transportation <br />pl.an and study the present methods of cooperation suchas joint <br />b~ards and commissions that have been formed to handle the <br />d~livery of joint services. She 'stated they would be very happy <br />f~)r direction as to what the Council would most like for them <br />t~ be doing. <br /> <br /> Mrs~ O'Brien remarked that what needs to be done at this <br /> <br />p, int is that the Council and Board of Supervisors need to have <br /> <br />s¢~me discussion as to the future direction Of this committee. <br /> <br />~tere are some definite observations as to the cost and animosities <br />a~'oused in either annexation or future~immunity suits and that <br />a~ elected officials should work to avoid. She stated that the <br />committee is asking for clearer direction and perhaps the Council <br />s .ould d~scuss this with the County Board of Supervisors. <br /> <br /> <br />
