Mr, Albro, Mr. Brunton, Mr. Buck, Mr.

Gatewood and Mrs. 0'Brien, Absent; None.

Approval of the minutes of September 4th were deferred until

the next meeting~

Mr. JosePh 'Johnson addressed the Council and requested that

the public hearing on the Comprehensive Plan be postponed for one
month, since the revised addition of the plan was not available
to the public until late last week. He also asked what is happening
to the recommendation of the Social Development Commission regarding
the Honor Court Program. He stated the program would be ending
October 1st which would leave approximately 80 alcoholics with no
place to go and no one to work with them.

The Mayor advised Mr, Johnson that the public hearing had been
advertised and he did not think it could be postponed.

The City Manager advised that the Social Development Commission's
report on the Honor Court was presented to Council and no action
has been taken and that the program to which Mr. Johnson referred
is a program which the City cannot very well support, but needs
to be State supported and to date the State has not seen fit to
spend money on treatment of alcoholism.

The Mayor presented the following resolution honoring Mrs.

Margarette Murray upon her retirement after 25 years of service to

the City.

WHEREAS, Margarette S. Murray their sincere appreciation for her 25 years of dedicated
and outstanding service to the community; and

BE IT FURTHER RESOLVED, that this Resolution be spread
upon the minutes of the Council in testimony thereof, and that
a copy hereof be presented to Margarette S.
