Public Hearing re: <br />Comprehensive Plan <br /> <br />A public hearing was held on this date on the amended version <br /> <br />of the City's Comprehensive Plan. <br /> <br />Warren Martin, Vice-Chairman of the Planning Commission <br /> <br />addressed the Council and stated that the Planning Commission <br /> <br />recommends adoption of the Comprehensive Plan by unanimous vote. He <br /> <br />stated that over three years of work went into the preparation of <br /> <br />this plan and hundreds of people participated in the preparation. <br /> <br />He stated that if the plan is adopted the Planning Commission highly <br /> <br />recommends the implementation iramediately and urged adopted by <br /> <br />the Council as soon as possible. <br /> <br />Mr. Jeffery Beaton on behalf of the Virginia Regional System <br /> <br />of Spinal Cord Injur~ Rehabilitation presented the following <br /> <br />statement: <br /> <br /> "This statement concerns paragraph C12 of the handicapped <br />section of the Charlottesville Comprehensive Plan, which reads <br />merely, "Physical Barriers-Adapt and Enforce Standards for the <br />Handicapped." This mandate is located on page 173 of the revised <br />plan. Council will recognize that the revised plan deletes <br />subparagraph A through O of the initial version. These <br />subparagraphs Provide specifications for future construction which <br />would meet minimum guidelines of accessibility for the handicapped. <br /> <br /> We hope that Council will not overlook the necessity for some <br />specifications in future ordinances. We understand that it is <br />not within the scope or the purpose of the City Plan to include <br />specific details presented in the initial version. <br /> <br /> Still, the issue is urgent~ We are concerned that construction <br />of private facilities such as S.hopping centers, housing subdivisions, <br />apartment complexes, and entertainment facilities will not comply <br />with minimal accessibility standards unless Council acts quickly. <br /> <br /> We, the Virginia Regional System of Spinal Cord Injury <br />Rehabilitation, would like to go on record at this point as having <br />illuminated this issue for Council. We encourage Council to take <br />immediate action to provide necessary accessibility guidelines. <br />We are willing to lend our services in this area should Council <br />desire them." <br /> <br />Mr. Lionel Key requested the Council to consider delaying <br /> <br />adoption of the plan since the amended version was not available <br /> <br />to the public. <br /> <br />Mrs. Julia CramptQn addressed the Council and stated that if <br /> <br />the plan is adc <br />and Planning Cc <br />section pertair <br />associations a~ <br />base and she he <br />integrity of tt <br /> <br />,pted she hopes it will be referred to by the Council <br />,mmission when making decisions, especially the <br /> <br />.ing to neighborhoods.
