Consideration re: <br />Ordinance re: Rezoning <br />property on Meadow~ <br />brook Road from <br />R. 1 to B-1 <br /> <br />Presentation re: <br />Mrs. O'Brien - <br />Belmont Meeting <br /> <br /> A communicat~p~was presented from the Planning Commission -- <br /> recommending that the~etition to rezone from R-1 to B-1 property <br /> located behind Morton Frozen Foods Office Building on the east side <br /> of Meadow Creek at Morton Drive and Meadowbrook Road be approved <br /> for the following reasons: 1. it would not have a significant <br /> adverse impact on the neighborhood; 2. it will be a continuation <br /> of a continuing strip of B-1 buffer zone along the east side of <br /> Meadow Creek; and 3. sufficient safe guards are available in the <br /> special permit and site plan process for development in the flood <br /> plain. <br /> <br /> Mr. Buck remarked that this rezoning seemed to be pushed <br /> along before the parties have an opportunity to work out a <br /> solution. He feels that they can work out a 'solution since both <br /> parties have expressed a willingness to do so. He stated that he <br /> <br /> is opposed to rezoning this parcel at this time without an <br /> opportunity to work out~ the whole package and he requested that <br /> action be deferred at tnis time. <br /> <br /> Mr. Gatewood ~emarked that the zssues to put together were <br /> deed restrictions closing of Morton Drive and the buffer since the <br /> Mayor has discussed the buffer zone. The closing of Morton Drive <br /> should be separated from the whole issue and we've been assured <br /> that deed restrictipns could be put into place and he has no <br /> objections to waiting to make a decision until those things are <br /> accomplished. <br /> <br /> Mrs. O'Brien stated that she thought the road closing was <br /> <br />not a proper issue. That many of the Planning Commissioners voted <br />in favor of the rezonig on the basis of the fact that they <br />believed that road would be closed and she was not sure that they <br />understood, the process of closing a road and consequently she <br />zs not sure what basis they had in making that recommendation <br /> <br />and she would be curious what the vote would be since it seemed <br />predicated on closing the road. <br /> <br /> Action on this request was deferred until the Mayor could <br />meet,with representatives of Morton toi, try to work out a <br />solution. <br /> <br /> Mrs,O'Brien presented a memo in response to the meeting held <br />last week in the Belmont Neighborhood. She complemented the <br />staff on the success of the meeting and stated there were a number <br />of people present az ~ most of them addressed issues of concern. <br />She stated she woul¢ like to see the Council start responding to <br />what went on at the neeting immediately. For the purpose of <br />discussion she preselted some activities which she thought the <br />City might pursue: 1. direct the staff to prepare a rental <br />permit ordinance; 2. prepare a tax relief ordinance for <br />rehabilitated property; 3. explore the establishment of a housing <br />c¢~urt; 4. inspect the houses listed at the meeting and report to <br /> <br />Cc <br /> <br />oI <br /> <br />O1 <br /> <br />uncil; 5. report on cross-walk at Avon and Druid; 6. report <br /> <br /> types of bus stops in Belmont, since it was reported that there <br />s no place to sit and that none of them were covered; 7. check <br /> <br /> maintenance of parks and Clark School playground; and 8. <br /> <br />123 <br /> <br /> <br />
