124:

Communication re:
Mrs. O'Brien -
Watershed Management
Committee

Resolution
Wastewater
Construction Funds

investigate the enforcement of the curfew throughout the city. In
another area she suggested that the Council make a commitment to
have the neighborhood action program developed for the area and
that the Council appoint a taSk force to work with the staff to
develop such a program and that Clark School should be central to
anything done in that neighborhood, that would-~give this group
time to develop a program and report back to the Council. She
stated she was presenting this to see if the Council feels they
would like to pursue all or some of it or if there are other
things they would like to do.

Mr. Albro stated that he agreed with Mrs. O'Brien and felt

that the staff could get to work on these in a very short order.
He stated he was especially interested in the tax relief for
rehabilitation property. He asked Mrs. O'Brien if under her item
enforcement of curfew, have some kind of report on the crime
situation in Belmont Par.k, in terms of what can be done to
alleviate that. Re stated that in appointing the task force for
the neighborhood action program, he would like to see what develops.
in terms of a neighborhood group.

The City Manager stated that the staff would have a report

at the next meeting with as many of the items as can be put together
and a time table for the rest of the items.
Mrs. O'Brien reported that the Watershed Management Committee
has made its report and disband. She stated that the most important
recommendation was the establishment of a Watershed Management~
Official in the~County Engineers Office. She stated that the last
Council had requested that position a couple of years ago and the
Rivanna Water and Sewer Authority. When Mr. Agnor was directed to
develop a proposal to come back to the .Board of Supervisors, she
did asked that he at least look into that as a possible alternative.
She suggested that this might be a matter the Council would like
to discuss with the Board of Supervisors since this program will
cost some money. There was a discussion two years ago about where
things were going to be and how they were going to be funded, but
none of those issues were ever resolved. ~me County has chosen
to move off on its own in this area and if thats the way we want
them to go that is all right, but she thinks that needs to be said.
Mrs. O'Brien reported that a communication has been received
from the Thomas Jefferson Planning District concerning wastewater
construction funding and asked if the Council wished to pass a
resolution in support of adequate federal funding for projects
on line.
On motion by Mrs. O'Brien, seconded by Mr. Buck the following

resolution was unanimously adopted.
