Staff Reoort re:
Staffing: Social
Service Department -
Food Stamps Program

115

$75,000 to $80,000. He stated option one appears to be the least'
expensive, but only provides a temporary solution since the next
large volume ftood may do the same damage.

Mr. A1 Natalini representing the Lambeth League stated that they
hoped the City Would exercise option two~ which would move the field,
raise it and install a fence, He stated the Lambeth League would
eventually put up a wall and try to get donations to install
lights, but does not feel this should be done unless the City moves
the field and raises it, He stated that if they could not get
option two ~then their next choice would be to light the CHS field,
but there would be scheduling problems at that field. He stated
that if the facilities are changed at Azalea field, Lambeth League
would plant Bermuda grass at a cost of about $3,000. He stated
that L~mbeth League, Lane League and CHS could not play at the
CHS field without lights.

Mrs. O'Brien asked if most of the players came from the area
around Azalea Park and Mr, Natalini answered that his league
covered the western part of the City.

Mrs. O'Brien asked if most of the players came on bicycles

or on foot. and he answered that slot of them came on bicycles.

Mr. Natalini stated that if the City would move the field and
fix it the league would be willing to give $4,000 towards the
reconstruction. He also stated if the City decides to light the
CHS field Lambeth League would be willing to plant the Bermuda
grass on that field.

Mrs. 0'Brien stated that for money spent we would probably

be better off to go with Azalea Park reconstruction, but maybe
the Council would feel more comfortable if they took a look at the
Master Plan before deciding. She stated that the expenditure at
Charlottesville High was exorbitant.

The Mayor stated that having looked at Azalea Park he feels

that if the field was turned around we would find this is the
best solution. He asked Council to look at the Master Plan and
drive out and look at the park and discuss the matter at the next
meeting.

A communication was presented from the Social Services
Department indicating the tremendous growth in the food stamp
program, the report states that the State Department of Welfare
has approved two new positions and will pay 80% of the cost of tmese
employees, the remaining 20% must be born by the City and would
be $3,494. The City. Manager stated that these funds were not
included in the present budget and a special appropriation would need
to be made.

On monion by Mrs. O'Brien, seconded by Mr. Buck the following
resolution was offered and carried over to the next meeting for
consideration.
