116 <br /> <br />Staff Report re: <br />Chesapeake Street <br />Drainage Project <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottes- <br />ville, Virginia: <br /> <br /> (1) That the sum of $17,470 is hereby appropriated from <br />the unappropriated balance of the Social Services Fund to expenditure <br />account 18-21010-5101 as the share of the Commonwealth of <br />Virginia of salaries for additional employees in the food stamp <br />division of the Charlottesville Department of Social Services; <br /> <br /> (2) That the sum of $3,494 is hereby appropriated from <br />the unappropriated balance of the General Fund to expenditure <br />account 01-42121-54Q8 as the share of the~City of Charlottesville <br />of salaries for additional employees in the food stamp division <br />of the Charlottesville Department of Social Services. <br /> <br /> The City Manager advised the Council that the Chesapeake <br /> <br />Street drainage project and Market Street drainage project have <br />been combined which will hopefully solve some of the drainage <br />problems in that area. Re stated that bids have been received <br />for this project and the low bid was William H. Chisholm Company, <br />$126,900. He stated that the iow bid is more than the amount <br />originally, appropriated fo~ these projects ini.the amount of <br />$45~,~9~0~ He~sta~ed there ~are certain factors which cause the <br />bid to exceed the appropriation as follows: 1. the original <br />estimate was made in 1978, before any plans and~surveys had <br />been prepared; 2. the price has increased 92% for box culvert <br />work; 3. the price of steel has increased 56%; 4. after field <br />surveys were prepared a different type of pipe was required than <br />that originally planned in the estimate; 5. a determination was <br />made to extend beyond the house on the north side of Chesapeake <br />Street. He stated the only ways to materially reduce the amount <br />of the bid would be to only extend the box culvert to the north <br />edge of Chesapeake Street and only replace the pipe at Market <br />Street that is in bad condition. <br /> <br /> 'A motion by Mrs. O'Brien, seconded by Mr. Gatewood that the <br /> City proceed with this project and award the low bid, with it <br /> being taken from the Capital Improvements Fund, was unanimously <br /> adopted. <br /> <br /> The Mayor stated that he felt very strongly about this.~ <br /> <br /> project since the people in this area have had numerous problems <br /> with water under their house and in their house and he is in <br /> favor of doing this project and doing it right. <br /> <br /> Mr. Buck asked if this was the first project to be done from <br /> the Council's appropriation for improvements to storm drainage. <br /> <br /> The City Manager answered that this project could be dOne <br /> <br /> from the funds appropriated for storm drainage projects or could <br /> <br /> be taken from the Capital ~udget for the current year or the <br /> <br /> Council could authorize the use of funds from the annual appropriated <br /> balance of the Capital Improvements Fund. <br /> <br /> Mr. Buck requested that the staff prepare a report on the <br /> status of the various drainage projects for the next meeting and <br /> also have the drawings on the Chesapeake Street Project available. <br /> <br /> On motion by Mrs. O'Brien, seconded by Mr. Gatewood the <br /> following resolution was offered and carried over to the next meeting <br /> for consideration. <br /> <br /> <br />
