118 <br /> <br />Commission Report: <br />Proposed Sidewalk Plan - <br />Planning Commission <br /> <br />Resolution re: <br />Use of Industrial <br />Development Authority <br />Bonds i~or.~Rothwell <br />Distributing Company <br />Project <br /> <br /> A communication was presented from the Planning Commission <br />listing proposed sidewalk priorities as recommended by the Planning <br />Commission and also the criteria used in setting these priorities. <br />A petition was also presented from the residents of Sunset Avenue <br />requesting a sidewalk on their street. <br /> Mr. Albro asked if the Planning Commission considered <br />coordinating the sidewalk plan with the bike plan to facilitate <br />implementing both and maybe saving some money in the process. <br /> Mr. ~uja answered that the Planning Commission was primarily <br /> concerned with the sidewalk plan. <br /> <br /> Mr~ Buck also asked is there a real difference between a <br /> sidewalk and a sidewalk/bicycle path. Do we do anything <br /> different in our construction? <br /> <br /> Mr. Huja answered that in constructing a bike path a cut <br /> <br /> is left in order for the bikes to get on and off the sidewalk. <br /> Mr. Buck requested that the staff apply the criteria to the <br /> Sunset Avenue request. <br /> <br /> Mr. Albro asked what will be the final position of this <br /> <br /> plan and is the Council going to he~.~sked to adopt a plan and <br /> if the Council adopts a plan what force does the plan have. <br /> <br /> The Mayor answered it merely puts them in order of priority. <br /> Mr. Albro suggested that a public hearing be held on the <br /> sidewalk plan and Mrs. O'Brien agreed that the Council should get <br /> the neighborhoods reaction of the plan. <br /> <br /> The Mayor announced that a public hearing would be held <br /> <br /> at the next meeting to receive in put on the plan. <br /> <br /> The City Manager advised the Council that under the City's <br /> ordinance before the Industrial Development Bond Authority can <br /> authorize the issuance of IDA bonds the Council must concur with <br /> the use. He stated that there is before Council tonight a <br /> resolution authorizing the issuance of up to $1 million for the <br /> purpose of assisting Rothwell Distributing Company in financing, <br /> acquiring and constructing a warehouse and distribution facility <br /> which will be located in the Garrett Street Redevelopment Project. <br /> Mr. Pat Arey, Bond Council for Rothwell Distributing Company <br /> gave a brief description of Industrial Development Revenue Bonds <br /> and how they work. <br /> <br /> On motion by Mrs. O'Brien, seconded by Mr. Albro the following <br /> resolution was unanimously adopted. <br /> <br /> WHEREAS, the Council of the City of Charlottesville, <br /> Virginia (the "Council"), has created the Industrial Development <br /> Authority of the City of Charlottesville,Virginia (the "Authority), <br /> pursuant to the Virginia Industrial Development and Revenue Bond <br /> Act to fulfill the purposes of such Act; and <br /> <br /> <br />
