Absent; None. <br /> <br /> A motion by Mr. Albro, seconded by Mr, Gatewood that Council <br /> <br /> meet in executive session to discuss a matter exempted by Section <br /> 2~1-344(a)(1) of the Virginia Freedom of Information Act, was <br /> adopted by the following recorded vote, Ayes: Mr. Albro, Mr. <br /> Brunton a .~ Mr~ Gatewood. Noes: None, Mr, Buck and Mrs. <br /> O'Brien absent at thus time. <br /> <br /> The executive session was dispensed with and regular session <br /> resumed at 7:3Q p.m .... <br /> <br /> The minutes of the meetings of September 4th and September <br /> <br /> llth were approved as presented. <br /> <br /> Action on the minutes of the meeting of September 17th <br /> <br /> w~as~deferred until the next meeting. <br /> <br /> A motion by Mr. Albro, seconded by Mr. Gatewood that Councils <br /> <br /> action of September 17,. 1979 be clarified as to the rezoning of <br /> the property at 201 14th Street, with Councils intent to rezone <br /> this property from R-3 tO B-2, was unanimously adopted. <br /> <br /> A public hearing was held on this date on a proposed sidewalk <br /> <br /> plan, listed in priority order, as recommended by the Planning <br /> Commission. <br /> <br /> Rev. Philip Darcus, Pastor of Bethel Church of God and Christ <br /> requested extension of the sidewalk on the southwest end of Dice <br /> Street to the sidewalk on the corner of 7~ Street S W. and that <br /> this sidewalk be given a higher priority than that recommended by <br /> the Planning Commission. <br /> <br /> Mrs. Kay Peaslee expressed concern for the small amount of <br /> <br /> money in the budget for building sidewalks and stated that the <br /> <br /> sidewalks in tb_e City are~insufficient and a matter for grave concern. <br /> <br /> Mr. Alphonso Taylor expressed support for Rev. Darcus's <br /> <br /> suggestion and requested that sidewalk be moved up on the priority <br /> <br /> list. <br /> <br /> Mrs. Julia Crampton speaking for the Federation of Neighbor- <br /> <br />hood Associations stated that the most important criterion .~o <br />member associations was safety, not as measured by accident <br />records. More adequate measures of safety were three other <br />criteria: Pedestrian use, vehicular traffic and speed of <br />movement in combination. She stated that the federation strongly <br />urges that the criterion safety be redesigned and then be <br />considered first in making decisions on sidewalks. <br /> <br /> Mr. Lionel Key stated he had noticed that a sidewalk was <br /> <br />planned on Stadium Road to the city limits, but suggested the <br />sidewalk be stopped at Maury Avenue and extended down Maury Avenue <br />to the shopping center. This would provide more safety for the <br /> <br /> <br />
