Pub lic Hearing
Continuation:
Comprehensive
Plan and
Adoption of
Plan

127

people who walk along there. He also stated that he did not feel
a sidewalk was needed along Lewis Street and suggested that this
money be used to put a sidewalk where it is needed more.

Mrs. Carter, Chairman of the Planning Commission stated that
the Planning Commission had real concern for Dice Street and 7~
Street, but because of the narrowness of 7~2 Street and the apparent
reluctance of the property owners along the street to give up any
of their property, they found it very difficult to give any higher
priority for the sidewalk in that area,

She also recommended that Council' not hold up approval of the
Comprehensive Plan. She stated the Planning Commission feels very
strongly;~ they would rather see this segment of the Comprehensive
Plan not adopted at this time, rather than hold up the adoption
of the Comprehensive Plan.

Mrs. O'Brien asked Mrs. Carter if the Planning Commission had
discussed the possibility of the sidewalk down Maury Avenue instead
of Stadium Road to the city limits.

Mrs. Carter responded that she could not recall if that issue
was discussed, but the Commission did feel very strongly about the
improvement of Stadium Road.

She also asked Mrs. Carter if the sidewalk on Yorktown Drive
is agreeable with the residents.

Mrs. Carter replied that there is a petition which was being
passed around in that neighborhood from Grove Road to Bunker Hill
Drive and they were supposed to get another one from Bunker Bill
Drive to Brandywine.

The City Manager remarked that staff has receivedLthe petition,
but there are others on Yorktown Drive who do not want a sidewalk.

Mrs. Judy Neilson spoke in favor of the sidewalk on Shamrock

Road.

Mrs. O'Brien suggested that a decision on the sidewalk plan be
delayed until after a work session is held. A work session was
set for October 24th at 7:30 p.m. to discuss the sidewalk plan.

The public hearing on the Comprehensive Plan was continued

on this date.

Mr. Joseph Johnson stated that the Plan recommended more
sheltered workshops for the handicapped, but stated he does not
think this is the answer to the problem. He stated he does not
believe this is the answer to the problem, but mainstreaming more
jobs for the handicapped in the public is whan is needed. He
feels the jobs in the sheltered workshops are menial and very
iow pay and do not train the handicapped for more jobs in the
co~unity.

He remarked that another statement in the Comprehensive Plan
says that the City is expecting the State to fund the house for
alcoholics, but he believes that if the alcoholic treatment center
and the City Council worked together a shelter could be found much
cheaper.
