/
128

He stated that we need a better transportation system,
especially for the handicapped and anything that could be done
to help JAUNT stay in business would be greatly appreciated.

Mr. LeRoy Bruton addressed the Council on the Land Use Plan

as part of the Comprehensive Plan. He stated that in the 1990
Land Use Plan the Bruton and Company property and the parking lot
are shown as R-2, which seems to be unrealistic since the company
has an approved site plan which is good for ten years showing
the parking lot as commercial for expansion. He requested that
their property and the parking lot be shown as they are being
used. He stated it makes good planning sense on the Land Use
Plan to show the land from Preston Avenue and the Harris tract.
as commercial. In summary he requested that the 1990 Land Use
Plan be modified to show the Lindsay tract, the Harris tract, the
present Bruton and Company property and the parking lot as
commercial.

Mr, James Hicks a member of the Planning Commission addressed
the Council and stated he feels it is the duty of the Planning
Commission and City Council to protect neighborhoods and he is
opposed to Mr. Bruton's request. He urged that the Venable
Neighborhood be maintained as residential property.

Mrs. Mary Alice Gunter, President of the Venable Neighborhood

Association urged the Council not to change the 1990 Land Use Plan.
Ms. Alda Hicks expressed opposition to Mr, Bruton's request.
Ms. Theresa Walker representing the Start Hill Neighborhood
Association requested that their Memo of Understanding be included
in the Comprahensive Plan so that in years to come all of the facets
of the plan could be accomplished. She stated that everything they
had planned to do and have an agreement with this Council to do
might not be completed and would like for this memo to be a matter
of record for new. Council members.

Mr. Jared Lowenestein, member of the Historic Landmarks
Commission, requested on behalf of the Commission that City Council
give high priority to those items of the Comprahensive Plan dealing
With preservation matters.

Mr. John Conover suggested a change in the language in the
section of Transportation, subsection Automobiles, discussing
McIntire Road. He stated it reads as if a decision has been made,
which he understands is a decision to be made.

Mr. Lionel Kay was very critical of some sections of the
Comprehensive Plan, such as scattered low income housing units,
subsidizing housing, 911 Emergency Phone Service, recreation
facilities, at the Joint Security Complex, advertising social
services expanded recreation policy, and lighting the parks.
