<br /> Mr. Buck stated that there are some things in the plan that'
<br />
<br />he may disagree with and other things that he may favor and alot
<br />of them that the City felt public funds would be used to implement.
<br />He stated that if discussions of the plan were continued to
<br />another meeting then other things would be found that could be
<br />improved on, changed or emphasis shifted one way or the other, but
<br />at some point he feels you have to say its good enough to start
<br />working from and we are at that point. He thinks it is time the
<br />
<br />City adopted it and start working on ti as opposed to just discussing
<br />it.
<br />
<br /> On motion by Mr. Buck, seconded by Mrs. O'Brien the following
<br />resolution was adopted by the following recorded vote. Ayes: Mr.
<br />Albro, Mr. Brunton, Mt.Buck, Mr. Gatewood and Mrs, O'Brien. Noes:

<br />None.

<br /> WHEREAS, the City Planning Commission, by resolution
<br />adopted on August 14., 1979, certified to this Council a document
<br />recommended for adoption as the Comprehensive Plan for the City
<br />of Charlottesville; and
<br />
<br /> WHEREAS, such document was the subject of a duly advertised
<br />public hearing held at a meeting of this Council on September 17,
<br />1979, and continued to October 1, 1979; now, therefore, be it
<br />
<br /> RESOLVED by the CoUncil of the City of Charlottesville,
<br />that the aforesaid document, containing 206 pages, certified by
<br />resolution of the City Planning Commission on August 14, 1979,
<br />is hereby approved and adopted in the following manner:
<br />
<br /> (1) The sections of such document entitled "Introduction"
<br />"Philosophy and Qverall Goals", "Overall Community Issues",
<br />"Community Profile", "Neighborhoods", "Natural Environment", "Land
<br />Use", "Housing", "Recreation and Open Space", "Transportation",
<br />"Energy and Utilities", "Economic Development", and"Imp~ementation~
<br /> tratety , with ~he exceptlon of all references to sidewalk plan
<br />and priorities zn these sections, are hereby adopted as the
<br />official Compreheinsive Plan of the City, pursuant to Article 4 of
<br />Chapter 11 (§~15.1-446, et seq.) of the Code of Virginia, 1950,
<br />as amended. Suc~ sections (printed on blue pages in such document)
<br />shall have the full force and effect conferred upon comprehensive
<br />plans by such Article and other provisions of general law.
<br />
<br /> (2) Thle remaining sections of such document shall not
<br />be deemed to be plart of the official Comprehensive Plan of the City,
<br />but shall be consiidered as supplemental statements of background
<br />data, existing amd anticipated future conditions and policy
<br />considerations for general reference by the City Council, City
<br />administration, boards, commissions and agencies in planning and
<br />making decisions affecting those matters which are the subject
<br />of such supplemental statements.

<br />In seconding, the resolution M~.s. O'Brien remarked that to her
<br />
<br />this plan serves as a guideline for future decisions by the Council
<br />and also serves as a.challenge to the community because a large
<br />part of the plan is going to depend on people in the community
<br />making it work and the plan will only be as good as the people in
<br />Charlottesville wish it to be.
<br />
<br />Mr. Gatewood agreed that the plan that has been prepared is far
<br />from perfect, but is a good plan. He stated that some of the comments
<br />
<br />that have been made tonight indicate that it would be helpful for
<br />them to read the front part of the Comprehensive Plan. The prologue
<br />indicates that it is for general guidance of Council, it mentions
<br />the priorities that were given and points out that parts of the plan
<br />are required by State Law and that other parts are not and that all
<br />sections are advisory to Council in nature. It indicates that the
<br />
<br />implementation of the plan is to be an on going process and that
<br />everyone should realize that Council will be looking at the plan and
<br />reviewing it very frequently and will change it to meet changing
<br />
<br />cir cures tance s.
