Marshall and Audrey <br /> <br />Anderson were appointed to the Social Services Advisory Board. <br /> <br /> On motion by Mrs. O'Brien, Harvey Tunstall, William Lucy, <br />Jean Dudack and Pynke Gohaner were appointed to the Social <br />Development Commission. <br /> <br /> On motion by Mr. Buck, Michael Carroll was appointed to the <br />Area Manpower Planning Commission. <br /> <br /> Mr. L. B. Chandler, Jr. representing Mrs. Betty L. Mawyer <br /> <br />and the Charlottesville Police Association addressed the Council <br />and stated he was here to bring to Council's attention the <br />situation concerning survivorship benefits in the retirement <br />and pension plan of the City. He stated Mr. John Wesley <br /> <br />Mawyer was a patrolman in the Charlottesville Police Department <br />for twenty-four years one and a half months and passed away in <br />January,1979 and under the present plan his widow is entitled to <br />no benefits. He requested Council to render some immediate <br />financial help to Mrs. Mawyer in the form of a contribution to <br />her. He suggested that Council m~end the present retirement plan <br />as to the survivor benefits. He suggested that a police officer <br />after having served five years have a vested interest for his <br />widow at the rate of 2% per year for each year of service. He <br />reminded the Council that under the .present plan unless a police <br />officer completed thirty years of service or is age fifty-five <br />in case he dies his wife is entitled to nothing. He stated <br />that the police officers would consider some form of voluntary <br />contribution. Mr, Chandler presented petitions containing <br />approximately 1,900 signatures requesting City Council to amend <br />the present retirement and pension plan so as to provide <br />survivor benefits for widows of deceased officers. He requested <br />that Council give immediate attention to the request and give <br />immediate attention to the financial condition of Mrs. Mawyer. <br /> <br /> The Mayor referred this request to the Retirement Fund <br /> Commission for consideration. <br /> <br /> The City Manager reminded the Council that at the~last <br /> meeting the problems of flooding at Azalea Park were discussed <br /> and stated that since that time the park has flooded again. He <br /> stated that one figure which was presented at the last meeting <br /> has been adjusted and that lighting at CHS field would be $65,000 <br /> based on.lighting standards used by high~schools and $85,000 <br /> based on standards used for a major league park. <br /> <br /> The Mayor stated that he had been out to inspect the park <br /> and he feels that if the baseball field could be turned and <br /> raised by filling something still would have to be done about <br /> diverting the creek away from the area. He stated he would rather <br /> see the City keep this park since we need a park in that area, <br /> but we do need to investigate very closely what can be done <br /> about the water tearing up what we do. <br /> <br /> <br />
