131 <br /> <br />Staff Report re: <br />Belmont Meeting <br /> <br /> The City Manager stated that he has asked the Public Works '- <br /> Department to get in touch with the Corps of Engineers as to what <br /> can be done about the flooding and hopefully have a report in the <br /> next 60 to 90 days giving their opinion as to how that flooding <br /> might be alleviated. <br /> <br /> Mrs. 0'Brien remarked that we are spending a large amount of <br /> money at Riverview Park which, will have the same problem. She <br /> stated its a major recreation facility for young people who live <br /> on the southside of town and she would rather see us have two <br /> moderate facilities for this age group to play baseball than to <br /> concentrateall on the north side of town or at the high school <br /> and she has some very grave concerns about consideration being <br /> given for lighting of the Charlottesville High School field. <br /> <br /> The Mayor stated that he was not trying to get the lights <br /> <br /> at the high school, he was in favor of doing something at Azalea <br /> Park, but he wants to use all. precaution we can to prevent flooding. <br /> <br /> Mr. Gatewood remarked that the proposal for changes calls <br /> <br /> for alot of fill dirt and asked if this would raise it high <br /> <br /> enough to divert the water back to its normal channel. <br /> <br /> The City Manager answered in his opinion the flooding as <br /> <br />we have had would flood the whole field and it cann't be built <br /> <br />up out of the flood plain. <br /> <br /> Mr. Buck asked what it would cost to get Azalea Park into <br />shape for a practice field. <br /> <br /> The City Manager answered that some maintenance could be <br /> <br />done on the field which would make it safe for practice. <br /> <br /> Mr. Gatewood stated that he would like to take option one <br /> <br />at this time with out the fence and then bring it up for <br />reconsideration next year after its seen how the field progresses <br />and what the results are of what has been done so far and what <br />the flooding is going to be like and also what we find out from <br />the Corps of Engineers. <br /> <br /> On motion by Mr. Gatewood, seconded by Mr. Albro the following <br />resolution was offered and carried over to the next meeting for <br />consideration. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottes- <br />ville, that the sum of $6,400, is hereby appropriated from the <br />unappropriated balance of the Capital Projects Fund to expenditure <br />account 05-00910 for the installation of concrete curb blocks, <br />for the improvement of 1,000 feet of interior road and for <br />topsoil and seeding at Azalea Park. <br /> <br /> The City Manager briefly reported on some of the items of <br />concern expressed at the recent Meeting with Belmont Residents. <br />He reported that the addresses given as alleged violations, for <br />various reasons apparently at the present time meet the housing <br />code based on our most recent inspections. The two cross-walks <br />requested on Avon Street have been investigated and the strict <br />traffic warrants that are required to place a cross-walk on a <br />street neither location meets those warrants, but he would like <br /> <br /> <br />
