1.32 <br /> <br />Staff Report: <br />JAUNT <br /> <br />to take another look at the one at Avon and Druid. He stated <br />that bus shelters are placed in commercial areas and areas, of <br />high ridership and there aren't many of them in the City. Benches <br />are located in the Belmont area and there will be ~thers assuming <br />we receive the next grant from UMTA for which we have applied. <br />There are three locations now and two more will be added in <br />Belmont. He stated the staff, has not had time to look at the <br />idea of a housing court and s separate report wil~be issued <br />and the same is true of the rental permit program. There could <br />be some legal problems with the rental permit program, but a <br />report will be forthcoming. He stated the staff will be <br />discussing many of the other issues within the next few weeks <br />and will be prepared to discuss these issues, with both City <br />Council and any neighborhood organization that may arise from <br />the previous meeting. <br /> <br /> Mrs. O'Brien asked should the present criteria for evaluating <br /> cross-walks be reviewed. <br /> <br /> The City Manager answered that t~ese warrants are nationally <br />established criteria, but there are times when you have to look <br />at the actual situation and probably find areas which don't <br />meet the criteria but are needed for some Other reasons. <br /> <br /> The City Manager presented a staff report concerning JAUNT. <br /> <br />He stated that JAUNT started as an agency to coOrdinate the <br />transportation services of various social service agencies in <br />the area, the entire cost was initially paid by the various <br />social service agencies and CETA. Later a federal rural <br />transportation grant was received by JAUNT and services were <br />expanded to include a rural transportation service. A charge <br />was made for each ride and these charges were supplemented by <br />federal funds to finance the service. At the same time the cost <br />of operating the transportation services for the social service <br />agencies was increasing, but the agencies were not paying a <br />comparable increase thus the grant funds being~-~used~to sub'~d~z'e the <br />cost of the service to the social service agencies. CETA funds <br />continued to be used which further subsidized JAUNT services <br />to both the rural areas and the social service agencies. When <br />the federal funds expired JAUNT found itself with insufficient <br />funds to operate its rural transportation program and continue <br />operating its services for the social service agencies at <br />previously established levels. JAUNT then turned to the <br />various jurisdictions in which it provided services to help it <br />raise funds to carry on certain services until federal operating <br />subsidy funds were available. It also requested funds to use <br />as the match for the federal funds. <br /> <br /> The City Manager stated that based on that request City <br /> Council made an appropriation with a number of provisos, the <br /> principle one being that the money would not be used to subsidize <br /> any kind of rural transportation service.
