was going to be use for waa to .aub~idize the ,8.e~ce~ flAUNT <br />was offering to the social service agencies in the community. <br />Even though the appropriation was made JAUNT did not ask for the <br />money feeling that they first needed to show where the money has <br />been going, and starting in July they have beenpretty well able <br />to document how the funds have been used from July up until now <br />with regards to the various services they offer. The City is <br />pretty well satisfied with how those figures look and what the <br />deficits are. Last week JAUNT came to the City and asked to <br />draw on the first third of appropriation. The staff discussed <br />the request and while they feel that it could be released, they <br />decided to bring it back to City Council. The City feels that <br />JAUNT has improved its record system and based on this new <br />accounting system they can tell pretty well where the funds are <br />being spent from July forward. JAUNT is now operating at a <br />deficit and in our opinion will continue to do so, if the City <br />appropriated funds which they have not received are not released <br />to them. He stated it is the staffs understanding that they are <br />now using the match which Albemarle County has given to them, to <br />match the federal funds when they are available and that <br />ultimately has to be replaced, He posed a number of questions for <br />City Council: 1. Should the previously appropriated funds be <br />released to JAUNT? 2. Should any additional interim funds be <br />supplied by the_.Ci~y? 3. Should the City subsidize the <br />transportation system of the various social service agencies <br />located in Charlottesville in the short run? 4~ Should the <br />City provide local matching funds for JAUNT so it can continue <br />to. operate a subsidized transportation service for local social <br />service agencies? and 5. Should the City help an outside agency <br />to compete for the same funds as the City to operate a competing <br />transportation system? <br /> <br /> Mr. Albro remarked that one question he would like to see <br />addressed in the near future in the terms of the future of <br />JAUNT and particularly in-terms of its regional impact. We do <br />seem to have some trouble with the Planning District these days <br />and of course JAUNT is a creature of Planning District X to <br />a certain extent and if in fact so much of JAUNT is City and <br />it looks like if we were to go along with substantially all the <br />proposals that have been proposed by JAUNT it would turn into <br />a City demand responsive transportation system. My question <br />would be to what extent do we need JAUNT? If in essence we <br />are going to be footing the bill, whether its all local or <br />local match which enables us to get federal money he questions <br />to whan extent the controls should be outside the City. <br /> <br />133 <br /> <br /> <br />
