The City ~anager answered that ~e could not, ~itAout some <br />major restructing, finance a demand transportation service for <br />the same amount of funds it would cost us to give JAUNT to do <br />esSentially the same thing. What we are doing in effect is <br />subsidizing the social service agencies in the community. They <br />are spending less of their funds for transportation than they <br />were five years ago and JAUNT is picking up the difference <br />through its various programs. <br /> <br /> It was agreed that a work session would be held after <br /> <br /> the regular meeting on~0ctober 15th to discuss this matter. <br /> <br /> Mr, Buck remarked that he felt.when this money was <br /> appropriated it was indicated to JAUNT that we would give <br /> them the money and he has some question about the fairness of <br /> saying we are not going to give the money to JAUNT. JAUNT <br /> is saying would you please give what we thought you were going <br /> to provide us.with, we have incurred expenses and continued <br /> operation and he doesn't understand why they have come saying <br /> we have continued operation and now may we have the money. <br /> <br /> The Mayor responded that the Council did not authorized <br /> release of the money until more information was received about <br /> their accounting system. <br /> <br /> Mr. Bob Stripling advised the Council that based on the <br /> calculation Charlottesville's share of the deficit for July <br /> would be $4,556.98, that the appropriations ordinance says the <br /> funds will be released in three equal monthly installments <br /> and we would be submitting to JAUNT $5,640 which is over <br /> <br /> $1,000 more than our pro rata share based on the latest formula <br /> and the appropriation resolution says that no part of the sum <br /> hereby appropriated shall be used to fund JAUNT services in <br /> any other political subdivision unless such political subdivision <br /> agrees to donate its respective share of the operating expenses <br /> of JAUNT. He proposed that Council delete the reference in <br /> the appropriations ordinance that requires three equal monthly <br /> installments and leave it at monthly installments. <br /> <br /> A motion by Mr. Buck, seconded by .Mrs. 0'Brien that the <br /> appropriations ordinance be amended to delete the words <br /> <br /> "three equal" and the Director of Finance be directed to release <br /> $4,556.98 of the appropriated funds to JAUNT, was unanimously <br /> adopted. <br /> <br /> Mr. Buck remarked that he was under the impression that <br /> there would be a fuller report from the staff than just several <br /> questions and would like the staff to work with JAUNT on the <br /> questions should any additional interim funds be supplied by the <br /> City and advise the Council what kind of funding would be <br /> necessary to keep JAUNT in operation. He would also like a <br /> summary of what the social service agencies are as referred to <br /> in question three and some evaluation by the staff of how they <br /> relate to the different programs in prioritY.
