The City ~anager answered that ~e could not, ~itAout some major restructing, finance a demand transportation service for the same amount of funds it would cost us to give JAUNT to do esSentially the same thing. What we are doing in effect is subsidizing the social service agencies in the community. They are spending less of their funds for transportation than they were five years ago and JAUNT is picking up the difference through its various programs. It was agreed that a work session would be held after the regular meeting on~0ctober 15th to discuss this matter. Mr, Buck remarked that he felt.when this money was appropriated it was indicated to JAUNT that we would give them the money and he has some question about the fairness of saying we are not going to give the money to JAUNT. JAUNT is saying would you please give what we thought you were going to provide us.with, we have incurred expenses and continued operation and he doesn't understand why they have come saying we have continued operation and now may we have the money. The Mayor responded that the Council did not authorized release of the money until more information was received about their accounting system. Mr. Bob Stripling advised the Council that based on the calculation Charlottesville's share of the deficit for July would be $4,556.98, that the appropriations ordinance says the funds will be released in three equal monthly installments and we would be submitting to JAUNT $5,640 which is over $1,000 more than our pro rata share based on the latest formula and the appropriation resolution says that no part of the sum hereby appropriated shall be used to fund JAUNT services in any other political subdivision unless such political subdivision agrees to donate its respective share of the operating expenses of JAUNT. He proposed that Council delete the reference in the appropriations ordinance that requires three equal monthly installments and leave it at monthly installments. A motion by Mr. Buck, seconded by .Mrs. 0'Brien that the appropriations ordinance be amended to delete the words "three equal" and the Director of Finance be directed to release $4,556.98 of the appropriated funds to JAUNT, was unanimously adopted. Mr. Buck remarked that he was under the impression that there would be a fuller report from the staff than just several questions and would like the staff to work with JAUNT on the questions should any additional interim funds be supplied by the City and advise the Council what kind of funding would be necessary to keep JAUNT in operation. He would also like a summary of what the social service agencies are as referred to in question three and some evaluation by the staff of how they relate to the different programs in prioritY.
