Staff Report re: <br />County Rezoning Case - <br />Broadway Avenue <br /> <br /> he asked what are tHe~pros and cons of providing local matching <br /> funds to JAUNT. One option obviously is to eliminate any sort <br /> of transportation service, another~option is to do it ourselves <br /> and the third is to continue to work with JAUNT. He stated he <br /> would like some evaluation by staff of what some of the cost <br /> of those alternatives would be and what the effects would be, <br /> and the fifth question of whether the City should help an out- <br /> side agancy compete for funds, he asked how much jeopardy does <br /> that put our application in for funds? If we do go ahead and <br /> help JAUNT get these funds would the likely outcome be that we <br /> would get less from UMTA or some other funding source? If the <br /> staff could evaluate these things then the discussion would be <br /> much more worthwhile. <br /> <br /> The Cit? Manager replied that to get into it in as much <br /> detail as~you requested may be somewhat difficult in the period <br /> of time that is set aside. <br /> <br />.Mrs. O'Brien remarked that one thing that concerns her is <br />whether we are competing with ourselves with these two systems. <br /> <br /> The CityManager advised the Council that it has been <br />brought to staffs attention that there is a application for <br />rezoning on Broadway Avenue which is a parcel of land jutting <br />into the City located just off of Franklin Street and Carlton <br />Avenue. It is presently zoned M-1 and there is a request to <br />have it zoned M-2 and there are concerns by city residents <br />adjacent to this area, He stated the staff also has concerns <br />based on the fact that the County zoning ordinance allows what <br />he considered undesirable uses for this area. He stated that <br />the owner of the property could proffer certain conditions that <br />he would be willing to agree to which would limit the uses <br />which would be allowed there. He stated it is his understanding <br />that these are not conditions which the County can require the <br />owner to do, but the owner can make the offer. He stated he <br />felt this should be brought to Council's attention so that <br />Council's concerns could be made known to the County. <br /> <br /> Mrs. O'Brien requested the Mayor to convey the Council's <br />concern about an M-2 zone adjacent to a residential area. <br /> <br /> Mr. Buck remarked that it should be a much stronger state- <br />ment than just concern about it. He thinks the Council should <br />request the County not to rezone the property M-2 unless the <br />applicant will proffer certain conditions to the effect that <br />access would be off Carlton Road, that the County require that <br />there be certain performance standards in protecting against <br />noise and environmental pollution and also that there be <br />limitations on the uses in M-2 zoning, and he would like to go <br />on record as opposing M-2 zoning unless the applicant would <br />proffer these conditions. <br /> <br />135 <br /> <br /> <br />
