Mr. Mike Van Yahres addressed the Council and stated that <br />the residents in this neighborhood were extremely concerned about <br />the uses by right allowed in M-2 zoning. He requested the City <br />to relay a strong concern to the County about the neighborhood <br /> <br />concerns. <br /> <br /> Ms. Sue Ann Elmore also addressed the Council in opposition <br /> <br />to the rezoning. <br /> <br /> On motion by Mr. Buck, seconded by Mrs. O'Brien~.~he ifollowing <br /> <br />resolution was unanimously adopted. <br /> <br /> WHEREAS, the Albemarle County Planning COmmission is <br />considering a .request for rezoning from Mi to M2 certain <br />parcels of land located west of the Woolen Mills, south of the <br />C & 0 Railroad tracks, and east of Franklin Street, and <br /> <br /> WHEREAS., these parcels are located adjacent to the <br />limits of the City of Charlottesville; and <br /> <br /> WHEREAS, the Charlottesville City Council is concerned <br />about the impact of such a rezoning on the City residents <br />located near the property in question, now, therefore, be it <br /> <br /> RESOLVED, by the Council of the City of Charlottes- <br />ville, Virginia, that the Albemarle County Planning Commission be <br />respectfully requested to consider all reasonable alternatives <br />to protect the residential areas in the City adjacent to those <br />parcels.being considered for rezoning~, including such <br />alternatives as accepting conditions proffered by the applicant <br />which would: <br /> <br />o <br /> <br />limit access from the west side, which is Carlton <br />Avenue, and not allow access to the north from an <br />un-named street, <br /> <br />conform with performance standards for industrial <br />parks which would minimize noise and other <br />~nv~ro~nmenta~ impacts, <br /> <br />3. limit uses allowed in M-2 zoning. <br /> <br />Appropriation re: <br />$37,042 - CETA <br /> <br /> The resolution appropriating $37,042 for the CETA Program <br />which was offered at the meeting of the Council on September 17, <br /> <br />1979, was adopted by the following recorded vote. Ayes: Mr. <br />Albro, Mr. Brunton, Mr, Buck, Mr. Gatewood and Mrs. O'Brien. Noes: <br /> <br />Appropriation re: <br />$3,494 - Social <br />Services Dept. <br /> <br />None. <br /> <br /> The resolution appropriating $3,494 for Social Services <br />Department, which was offered at the meeting of the Council on <br />September 17, 1979, was adopted by the following recorded vote. <br />Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs. <br /> <br />0 ' Brien. No es: None. <br /> <br />Appropriation re: <br />$45,900 - Chesapeake <br />Street Drainage <br />Project <br /> <br /> The proposed drainage project on Chesapeake Street was <br />again discussed. <br /> <br /> Mr. Buck asked, for whose benefit is the extension of the <br /> <br />culvert in this project. <br /> <br /> Mr. Bill E. ley answered that it could be for the whole <br /> <br />neighborhoods benefit. <br /> <br /> Mr. Buck then asked wry, not some screening w~th~the use <br />of trees and shrubbery in order to save some money and Mr. <br /> <br />Eley replied it could be done. <br /> <br /> A motion by Mr. Buck, seconded by Mr. Albro that the <br />appropriation resolution be amended by reducing the appropriation <br />$10,000 was defeated by the following recorded vote. Ayes: Mr. <br />Buck. Noes: Mr. Albro, Mr. Brunton, Mr. Gatewood and Mrs. O'Brien. <br /> <br /> <br />
