Resolution r <br />Appointing V <br />Morton Drive <br /> <br />Statement by <br />Mr. Buck on <br />Drainage Pro[ <br /> <br />Resolution rE <br />BiCentennial <br />use for Touri <br />~rogram <br /> <br />137 <br /> <br /> The resolution appropriating $45,900 for the Chesapeake <br /> <br />Street drainage project, which was offered at the meeting of the <br />Council on. September 17, 1979, was adopted by the following recorded <br />vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood and <br />Mrs. O'Brien. Noes; None. <br /> <br />[ewers <br /> <br /> On motion by Mrs. O'Brien, seconded by Mr. Gatewood the <br />following resolution was unanimously adopted. <br /> <br /> A RESOLUTION appointing viewers to consider a request <br />for the vacation .of a portion of Morton Drive and the existing <br />right-of-way at the rear of Morton Frozen Foods' parking lot. <br /> <br /> WHEREAS, this Council has received a petition requesting <br />vacation of a portion of Morton Drive and the existing right- <br />of-way at the rear of Morton Frozen Foods' parking lot; and <br /> <br /> WHEREAS, it appears to Council that the notices <br />required by Section 15.1-364 of the Code of Virginia (1950), <br />as amended, have been duly posted; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />City of Charlottesville that Messrs. Mason S. Byrd, W. J. <br />Copeland and H. P. Winn report in writing to Council what <br />inconvenience, if any, would result from such vacation. <br /> <br />Mr. Buck stated that in the future he did not intend to <br /> <br />ects <br /> <br />vote ~for additional appropriations for drainage projects that <br /> <br />go over the estimate, that he thinks it is the responsibility <br />of the staff to stay within the amount budgeted, that they <br />should do their budgeting and planning consistent with what <br /> <br />the Council has done. <br /> <br />The City Manager responded that the staff can not control <br /> <br />construction prices and also that the staff has .to make a <br /> <br />very quick estimate 'of what a project is going to cost based <br /> <br />on not too detailed surveys, and not drawings detail plans <br />and if the Staff is required to do that before the money is <br />budgeted then we will have to stop doing some of the things <br />that are being done fOr construction purposes and put more time <br /> <br />in planning for budgetary purposes. He stated that if the <br /> <br />method is ctianged by whichwe, budget for these projects then <br /> <br />we must change the method of operation in the Engineering <br /> <br />Department and we won't get as much done or else we must get <br />outside consulting help in order to get things done. <br /> <br />Building <br />sm <br /> <br /> On .motion by Mrs. O'Brien, seconded by Mr. Albro the <br />following resolution was unanimously adopted. <br /> <br /> WHEREAS, the original lease for the building occupied <br />by theWest~rn Virginia Bicentennial Center called for the <br />building to|revert to academic use by Piedmont Virginia Community <br />College at ~he expiration of the term of that lease; and <br /> <br /> WHEREAS, tourism is a significant contributor to the <br />economy of~entral Virginia and the entire Commonwealth; and <br /> <br /> WHEREAS, the Counczl desires to have the center continue <br />to functi0n~as a tourist information center, after the end of <br />the officia~ Bicentennial Celebration; and <br /> <br /> WH <br />and the Stat <br />that the Wes <br />appropriate <br />have request <br />buildi-ng foz <br />additional f <br />space a~ <br />space n~ <br />be it <br /> <br /> EREAS, the Piedmont Virginia Community College Board, <br /> e Board of Community Colleges have both determined <br /> tern Virginia Bicentennial Center building is not <br /> for use by the Community College at this time and <br /> ed the Governor to approve the leasing of the <br /> use as a tourist information facility for an <br /> ive years and to exclude the 4900 square feet of <br />zailsble in the building from calculations of the future <br />~eds of Piedmont Virginia Community College; now, therefore, <br /> <br /> <br />
