The Board recognized this <br /> prior to 1979 went back and wiped the slate clean and decided to <br /> try to see what they do, what they are, and how it should be paid <br /> for by the localities~ and in doing so came up with several <br /> dimensions which seem to be important. It is the view of the <br /> Region X Community Services Board that criteria of population and <br /> value of services combined result in a more equitable allocation <br /> of local funding. The formula change request has been made to all <br /> localities and Albemarle, Louisa and Nelson have agreed to the <br /> revised formula. Greene County is considering this change of <br /> formula request and Fluvanna and Charlottesville are now being <br /> · presented with the request. <br /> <br /> On motion by Mrs. O'Brien, seconded by Mr. Albro the fore- <br /> <br /> going request of the Region X Community Services Board, was <br /> <br /> unanimously approved. <br /> <br /> An ordinance entitled "AN ORDINANCE TO AMEND CHAPTER 10 OF <br /> <br />THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, BY <br />ADDING AN ARTICLE XII CONTAINING SECTIONS 10-70 THRU~10-82 IN <br />ORDER TO PROVIDE FOR THE EXEMPTION FROM REAL ESTATE TAXATION OF <br />CERTAIN SOLAR ENERGY FACILITIES AND TO ESTABLISH THE TERMS AND <br />CONDITIONS AND PROCEDURES FOR THE GRANTING OF SUCH EXEI~PTIONS," <br />was offered by Mrs. 0'Brien, seconded by Mr. Albro and carried <br />over to the next meeting for consideration. <br /> <br /> The City Manager advised the C~uncil that we have a very <br /> <br />meager administrative staff operating the Transit system and had <br />anticipated that by this time we would have received Section 18 <br />funds from the Urban Mass Transit Administration, but have not <br />received these funds. Early this summer a temporary secretarial <br />position had been authorized for the Transit Office for a few <br />months with the understanding that this funding would be forth- <br />coming. He stated we have not received this funding so what <br />we have at the present time is part-time manager and full-time <br />administrative assistant, a CETA employee who counts the money <br />and answers the telephone, but we have no secretarial, filing, <br />typing, payroll person. He requested that City Council authorize <br />continuing this position as a temporary position until we find <br />out abaut the Section 18 funds. <br /> <br /> On motion by Mr. Buck, seconded by Mr. Albro the City Manager's <br />request was approved. <br /> <br /> A work session was held on this date to discuss the operations <br /> <br />of JAUNT. <br /> <br /> <br />
