The City Manager remarked that the principle new data <br />furnished to Council was the financial information which JAUNT <br />has provided based on their new accounting system for the month <br />of July. Information for subsequent months will be forthcoming <br />in the near future~ He remarked the best approach would be to <br />try to answer some of the questions Council has. He stated one <br />of the questions of Council was where these people are coming <br />from and where they are going. After discussion with JAUNT <br />it was found that there were problems with some of the social <br />service agencies since their information is confidential. These <br />people are going from their homes to certain agencies and there <br />are some going from onehome to another home which is not so easy <br />to identify. He thinks that by and large there is a city bus <br />within four or five blocks of every home in the City, so there <br />is bus service relatively near all of these people in the City <br />and the question is if you didn't have JAUNT would these people <br />ride the city bus and that question is hard to answer, there are <br />some of them who could not since they are handicapped in some <br />way and they would not be able to utilize the public transportation <br />service. <br /> <br /> Mr. Albro remarked that he would be interested in hearing from <br /> Mr. Wilson as to what would happen if the City did not pay its <br /> share. <br /> <br /> Mr. Wilson stated that right now JAUI~T's fare box revenues <br /> represent about 48% of the cost of supplying transportation <br /> services to its passengers, ~he other 25% has to come from federal, <br /> state and local funding sources. In the City of Charlottesville <br /> where nearly all of their transportation is social service agency <br /> or human service agency related there is not a potential for <br /> increasing the fare box revenue to any great extent above its <br /> present level. If the City is not clear to support JAUNT directly, <br /> JAUNT does not have the means of requiring equal matching funds <br /> which are necessary for state and f'ederal funding support. Tnere- <br /> fore, they would have to discontinue most if not all of their <br /> social service agency transportation in, Charlottesville. The one <br /> exception would be those services funded through the Jefferson <br /> Area Board for Aging because the federal government has seen fit <br /> to make those funds eligible for use as local match no matter how <br /> they are received. <br /> <br /> Mrs. 0'Brien asked Mr. Wilson if he envisioned being able <br /> to cut back so that the service rendered meets the money you get <br /> from social service agencies. <br /> Mr.-~i!~'bn answered that is a very difficult process since <br /> their biggest expense is in payroll. If they try to cut back they <br /> first release CETA employees and the revenue they receive either <br /> actual or in ~kind from the use of CETA employees is a local match <br /> so that if they cut back their revenue even more they cut expenses. <br /> <br /> <br />
