151 <br /> <br /> Mrs. O'Brien'~i'a~ed if the City's funding of social service <br /> agencies for transportation, JAUNT would not be able to use that <br /> money as a match.and Mr. Wilson answered that that is correct. <br /> <br /> Mrs. O'Brien remarked that i~r. Albro brought up a very definite <br /> point about this whole issue last time and that was there policy <br /> decisions that need to be made, such. as, a policy decision must be <br /> made as to whether or not we want to support a demand response <br /> system in addition to a fixed route system. We have to determine <br /> whether or not on a policy level we wish to contract with JAUNT <br /> to pro~±de any o~ all of that service were we to go t~at route <br /> on a demand response or whether we wanted to proceed to provide <br /> that ourselves on our existing system, we have to made a policy <br /> decision as to whom we would like to contract to provide the <br /> required handicapped transportation, Once those decisions are made <br /> the numbers will fall in line as to what we want to do although <br /> the basic policy all along has been, she is not sure we ought to <br /> be in two different transportation systems at once. <br /> <br /> Mr. Albro remarked that one of the problems he had was what <br /> would become of the entire system if we said no and he is curious <br /> what that impact would be, as he understands that JAUNT could only <br /> operate to the extent JABA funds could be used as local match. He <br /> also asked to what extent the agencies who now contract with JAUNT <br /> could go back and pick it up themselves. In other words to what <br /> extent would the agencies who now contract with JAUNT go back and <br /> pick it up themselves and go back to what was the pre-JAUNT era <br /> wherein they tried to run their own vans. Are there agencies that <br /> are capable of doing that or have any of them expressed an interest <br /> in doing that? <br /> <br /> Mr. Wilson answered there are some agencies that have operated <br />transportation systems in the past, for example, the Charlottes- <br />ville-Albemarle Association fdr Retarded Citizens has operated a <br />van purchased with federal funds. The director of the CA_ARC has <br />said that he does not wish to enlarge that and if there were a <br />way to transfer the transportation service entirely to JAUNT he <br />would prefer that. Other social service agencies such as the <br />Jefferson Area Board for Aging have expressed the same desire. <br />There are some transportation needs which would fall back on the <br />City, for example, the Central Virginia Child Development Association <br />says that these services are mandated services and if JAUNT is not <br />available to provide them at a lower rate it will fall back upon <br />the City Department of Social Services to find alternative <br />transportation and offer that to the parents involved. <br /> <br /> Mrs. O'Brien asked that over the years JAUNT has operated has <br />the amount of money in the various budgets for transportation <br />remained at the same level, has it decreased proportionally within <br /> <br />of the different agencies as they have been able to <br />zed transportation. <br /> <br />the budgeta <br />get subsidi <br /> <br /> <br />
