Mr. Hendrix answered that he could only guess that their <br />budgets have remained about the same for transportation. <br /> Mr. Buck remarked that if you look hack through the develop- <br />ment of JAUNT it came from a number of different things that don't <br />always fit in with each other. Organizations like CVCDA where <br />it is basically mandated we will end up pi~king up the cost <br />through social service programs. Someother programs we support <br />and subsidize have said we can't operate unless you buy some <br />services and we have other organizations who are doing it <br />directly. What we're saying we're reaching a special group in <br />many instances or that is what JAUNT is reaching in the City <br />to the extent we~.try to design our mass transit system to reach <br />these people. He doesn't think its going to be possible because <br />we are not talking about a large mass, we are talking about <br />special people involved with special programs. You have an <br />operation that is meeting needs, it has certain funding sources <br />and has some that competes with us as well and some that we would <br />not be able to get otherwise. It does not fit with our mass <br />transit system and so long as those needs exist we are going to <br />have to have a functioning system like JAUNT. <br /> The City, Manager remarked that at this point in time no- <br /> <br /> body knows when Section 18 money will be available. JAUNT Was <br /> running a deficit in early spring and the figures we now have for <br /> July actually pinpoint-what the deficit is and we have applied <br /> the first payment against that, The County have given~,em some <br /> local match money and they have been using that also to cover <br /> part of the deficit. When we receive the figures for August and <br /> September we are going to see the same situation and we~in effect <br /> have only provided money for three months and that three month,~ <br /> period is up except the accounting has not bee done to catch up. <br /> Section 18 money is not available and it seems that Section 18 <br /> money does not become effective until next year and JAUNT's <br /> deficit goes on every money and Section 18 money is not available <br /> and it is a moot point whether it has local match to attract that <br /> money because that money is not available. Since Mr, Wilson is <br /> running a deficit every month he has borrowed Albemarle's money <br /> which was to be applied to Section 18 money to apply to his <br /> deficit. At some point in time the money will all be gone and <br /> if the City doesn't appropriate additional money its going to <br /> come to an end except for what money he has from the fare boxes. <br /> There is an immediate issue besides the fifteen to Sixteen thousand <br /> dollars that has been appropriated whether that is going to <br /> continue. Then there is the philosophical issue as to whether <br /> you want to support the organization in toto by providing at least <br /> $12,000 of local matching money to attract the Section 18 money ~ <br /> whenever it is available so that they can continue to operate. <br /> At some point in time the decision has to be made one way or the <br /> other simply to let folks know where they are and what they can <br /> <br />expect. <br /> <br /> <br />
