The City Manager stated that the decisions that have to be <br />mad~ now are: is the City going to continue to help fund the <br />def+cit until such time as help arrives in the form of federal <br />funds and is the City going to provide local funds in order to <br /> <br />help them attract those federal funds. <br /> <br /> Mr. Wilaon reminded the Council that the appropriation <br />previously made has essentially been used up as of the end of <br />September. He stated that JAUNT is undergoing a deficit from <br />Charlottesville operation in excess of one thousand dollars a <br />week and they need to know one way or the other in the very near <br />future whether or not the City Council is going to support the <br />operation and urges the Council to please come to a speedy <br />decision. <br /> <br /> The Mayor advised Mr. Wilson that the Council will try <br /> <br />to come to a decision by the next meeting. <br /> <br /> On motion the meeting adjourned. <br /> <br />Clerk <br /> <br />Regular Mee~±ng <br /> <br />Executive Session <br /> <br />Approval of Minutes <br /> <br />Matters by the public <br /> <br />Request re: School <br />Board - Hearing <br />Impaired Students <br /> <br />COUNCIL CHA~MBER - MONDAY, NOVEMBER 5, 1979 <br /> <br /> The Council met in regular session on this date with the <br />following members present: Mr. Albro, Mr. Brunton, Mr. Buck, <br />Mr. Gatewood and Mrs. O'Brien. Absent: None. <br /> <br /> A motion by Mr. Gatewood, seconded by Mr. Buck that Council <br />meet in executive session to discuss a matter exempted by Section <br />2.1-344(a)(1) of the Virginia Freedom of Information Act was <br />adopted by the following recorded vote. Ayes: Mr. A/lbro~ Mr. <br />Brunton, Mr. Buck andMr.~Ga~ewood. Mrs. O'Brien absent at this <br />time. <br /> <br /> The executive session was dispensed with and regular session <br />resumed at 7:30 p.m. <br /> <br /> The minutes of the meeting of OctOber 15th were approved as <br />presented. <br /> <br /> Mr. Lee Hall addressed the Council to protest the proposed <br />modification of the substation on Smith Street by VEPCO. He <br />stated in his opinion the new transformers are unsafe and bare <br />not been tested by VEPCO and questions what will happen to the <br />real estate values in the area. <br /> <br /> Dr. Richard Jennings, Chairman of the City School Board, <br />addressed the Council on behalf of the School Board to request <br />a supplemental appropriation of $32,000 to permit the boar( to <br />provide services to hearing impaired students in the City chool <br />System. He stated that he would like to ~ei~erate what tme <br />School Board and Administration feel are the primary issues <br />request. He stated the first issue is the law and there ar <br />federal and state laws which control the situation in this <br />particular case. The second issue is the cost of providing <br />services.
