Staff Report: <br />Grant Application <br />for Elderly Hi-Rise <br /> <br /> Development Department in A~§ust to discuss the proposal and at <br /> the end of the meeting they were advised the staff would be in <br /> touch with them, but to date no communication has been received. <br /> He stated he was a little surprised at the report to Council <br /> tonight since he expected the staff to clarify the points~ <br /> discussed before reporting to Council, He stated the figures in <br /> the report are not workable figures and now the staff is asking <br /> Council to approve those figures so the staff can negotiate witm <br /> CVDC, but when Council adopts the figures there will be no room <br /> for negotiation. CVDC will either have to accept the figures or <br /> that is the end of it, <br /> <br /> Mrs. O'Brien stated she could deal with the proposal if it <br /> were more specific, but in the form it is in at present she can <br /> not deal with it. She asked Dr. Williams if he thought he could <br /> develop something more specific so that it could be understood a <br /> little better. <br /> <br /> He answered that they could develop a program and expound on <br /> <br /> it. <br /> <br /> Mr. Buck remarked that there seemed to be some communication <br /> problems and he thinks everyone should sit down and try to work out <br /> the problems. He stated he also feels that because this is such a <br /> major effort it is integral to the Small Cities Revitalization <br /> Project and it is extremely important to the whole economic <br /> develqpment program of the City and he would like to suggest that <br /> after the meeting is held with CVDC, the Council hold a work session <br /> between the Community Development staff, the CVDC Board and the <br /> City Council to try to develop the confidence needed to work <br /> together. <br /> <br /> Mr. Albro remarked that what appeared to him was a failure <br /> <br />to communicate and he would prefer to tell the Community Develop- <br />menn Department to sit down with C~DC and try to work out a solution <br />and if fundamental differences remain then that would be the <br />appropriate time to come back to Council. <br /> <br /> Mr. Buck agreed with Mr. Albro's suggestion and hoped the <br /> staff could work out the difference and then come back to Council. <br /> <br /> The Mayor asked that the Con,unity Development staff and <br /> <br />CVDC get together and try to work out the differences and report <br />back to Council. <br /> <br /> The City Manager advised the Council that HUD is making <br />available, to about 150 public housing agencies throughout the <br />Country, funds to provide services to people in the buildings <br />like the High Rise for the Elderly. The program provides services <br />which allow people to stay in the High Rise rather than have to <br />be placed in some sort of custodial care because of not being <br />able to function on their own and this program would allow tmem <br /> <br /> <br />
