The question he posed to Council in terms of whether we <br />ought to apply for the grant, is that he feels once these services <br />are established the funds are going to r~un out and after that the <br />City will be asked to pick it up in terms of local share and if <br />the Council ia not willing to face that issue it is his feeling <br />w-e should not apply for the grant. <br /> <br /> Mr. Albro stated that he felt there was something to be <br /> <br />said about this program, however he was very skeptical about it <br />at this time. He stated we are informed that there is not <br />one at this moment who needs to go into an institution from <br />the High. Rise and we know there are twenty-five to twenty- <br />seven people who are going to come within this program at a cost <br />of approximately $100,000 and that seems rather expensive. He <br />stated that he. feels that as happens to so many other federal <br />programs, the City will be picking up the tab somewhere down the <br />road and he is not prepared at this time to say he would like <br />to pick up the tab or to'hire the kind of staff it is going to <br />take for this ever expanding program. <br /> <br /> Mrs. O'Brien stated that she thinks when an opportunity <br /> comes along to provide some dignity and help to someone who has <br /> given a great deal through their life for others, the time comes <br /> when they are not quite able to function by themselves, they are <br /> not quite ready to be institutionalized and she thinks it borders <br /> on being inhumane to say we won't follow up on that and she <br /> would like to do whatever we can to keep people from being put <br /> in nursing homes as long as possible because of the degree of <br /> dignity they often have to give up when they arrive in nursing <br /> homes simply because they feel they've lost their home, and the <br /> High Rise is home to these people. They are then in a whole new <br /> world which is not quite as comfortable as being in their home. <br /> When the time comes that there are no more federal funds then that <br /> is the time we have to answer the question to whether it should <br /> be local money or not, but those are our local tax dollars that <br /> have gone to Washington which are going to be sent somewhere <br /> and it seems foolish to say with the increasing aging population <br /> in the City no we don't want our tax dollars back. <br /> <br /> A motion by Mr. Buck, seconded by Mrs. O'Brien that the <br /> Housing Authority be directed to proceed with the application for <br /> thiS grant, was defeated by the following recorded vote. Ayes: <br /> Mr. Buck and Mrs. O'Brien. Noes: Mr. Albro and Mr. Brunton, <br /> Absent: Mr. Gatewood.- <br /> <br /> A communication was presented from Mr. Guy B. Agnor, Jr., <br /> County Executive, concerning a proposed Watershed Management <br /> Official. <br /> <br /> The City Manager stated that there are three alternatives, <br /> one ~eing to do nothing, the other two to place the official <br /> in the Rivanna organization or to place the official in the <br /> County Engineer's Office. <br /> <br /> Mr. Agnor recommended that he be placed in the County <br /> <br /> <br />
