14. 15. 16. 17. 18. 19. Ramps 147 Ramps should be placed at parking spaces, lots, and entrances of public buildings when needed. Ramps should be 4'6" in width with a 1" in 12" slope. Ramp~surfaces should be made of a non-skid material. Handrails should be on one or both sides of the ramp, 32" high and extend one foot at the top and bottom of the ramp. Parking Spaces reserved for the handicapped should be 12" wide or open on one side~ The parking space should be relatively level with a grade not exceeding four percent, Curb cuns should be provided from the parking space to the nearest sidewalk. At least one (1) parking space should be provided in all parking areas. Determination of additional parking spaces should be based upon Virginia~s uniform state-wide building code as amended as shown in Table 1. Traffic Lights Ail traffic lights should have sound signals for the blind and visual signs for the deaf. Turnstiles Buildings which utilize turnstiles shall provide a clearly marked ~tternate route for the physically handicapped which is at least thirty-six (36) inches wide. Checkout Lanes Buildings which include checkout lanes shall provide at least one (1) checkout lane, on each floor where such lanes are used, which is not less than thirty-six (36) inches wide. On motion by Mr. Albro, seconded by Mr. Buck the following resolution was unanimously adopted. BE iT RESOLVED by the Council of the City of Charlottes- ville, Virginia, that the Mayor is hereby authorized to sign an agreement on behatf of the City of Charlottesville, in a form approved by the City Attorney, with the Southern Railway System for the construction and maintenance of a box culvert and 48 feet of C.M.P. pipeline on Southern Railway System property in connection with the Schenk's Branch storm drainage project, with the consideration for such agreement being the one time payment, by the City of Charlottesville,of $50.00 to the Southern Railway System. BE IT FURTHER RESOLVED that the Clerk of the Council is dicected to send a copy of this resolution to Mr. J. E. Sims, Superintendent, Southern Railway System. The City Manager advised the Council that the Airport Board had realized for sometime that the terminal building at the Airport is much too small. He stated that construction of a new terminal is at least five years in the future, but their immediate problem in terms of having sufficient space for the public and looking for ways to try to solve this problem one of the methods would be a lease arrangement whereby the board could
