for general transportation services in the City. Her problemr'
with matching the grant would also say to JAUNT that we feel
it is inappropriate for JAUNT to get into larger scale general
transportation services in the urban area,

Mr, Rick Seaman reported that at a meeting of the Board of
Directors, the Board reaffirmed that the Board desires to work
cooperatively with the Charlottesville Transit Service and not

compete with the services, and to attempt to identify JAUNT
passengers who could use the Charlottesville Transit System and
urge them to do so and affirms its position as a transporter of
social service agency clients in the City and of rural residents
elsewhere. The Board urges the City Council to support JAUNT
financially for one year to enable JAUNT and the Charlottesville
Transit System to work cooperatively towards a solution to
common problems during that time,

Mrs. O'Brien stated that if JAUNT were willing to set down
with Charlottesville and Albemarle who have not talked about this
to a great degree and work the problems out she would be nappier
with it. She stated we already have two transit systems not
including JAUNT and she doesn't think we need a third in an urban
area that is providing a general transportation service.

Mr. Albro stated that one of the problems he has with JAUNT
is that we have a taxi system, a bus system, that no one in the
City lives more than four or five blocks from a bus line, the
bus system operates in the red, and to add JAUNT on top of that
causes him some problems, However, there is a segment of the
population who cann't use the taxi cabs~effectively nor can
they use the buses. He has no problem with JAUNT to the extent
that it operates to fill a void in the City's population demand
for service. He wishes there were some way we could meet the
needs of the handicapped and others who have a hard time using
our bus and cab systems and support that system without having
to support something that overlaps or competes with the general
transportation available in the community. If there were some-
way we could attach those conditions to JAUNT's operations with-
in the City in appropriating money for our share of the operating
deficit he would be happy to do it.

The City Manager stated that the Council could appropriate
another $15,000 contingent upon the JAUNT board agreeing that
they will not provide general transportation service in the
urban area unless the City refuses to service that area.

After additional discussion on motion by Mrs. O'Brien,
seconded by Mr. Buck the following resolution was offered and
carried over to the next meeting for consideration.
