16,4 <br /> <br />to the date at which the legislation was signed, which was <br />November, 1978. JAUNT's application covers the period from <br />December 1, 1978 through June 30, 1980. A total amount of <br />over $230,000 and would be sufficient to pay back any funds <br />advanced by the City of Charlottesville. The amount requested <br />from the City of Charlottesville to bA advanced is precisely <br />that amount that Section 18 would repay. <br /> <br /> Mr. Albro connn~ented that the hold up in the Section 18 <br /> <br />money as he understands it is some bureaucratic falling out <br />between the State and Federal government. <br /> <br /> Mr. Wilson answered there are two things that have held <br /> <br /> us the distribution of Section 18 money. One of them is the fact <br /> that the State Department of Highways and Transportation hasn!t <br /> been able to put together its programs and projects to forward <br /> to the Federal Highway Administration. The second is some <br /> disagreement over certain labor warranties and assurances that <br /> are tied into the Section 18 program that no employee will <br /> suffer financially.as a result of the federal funds being <br /> distributed. The Federal government wants the State to sign <br /> a blanket assurance for every project in the State and the <br /> <br /> State has 'refused to do so and there seems to be some difficulty <br /> with localities signing those same assurances. <br /> <br /> Mr. Albro asked if he was correct in understanding that all <br /> of those.problems have now been resolved, that it is merely <br /> a matter of time until those checks are issued. <br /> <br /> Mr. Wilson answered there is no definite assurance at <br /> <br /> this point as to what the resolution of the labor warranties <br /> will be. JAUNT has applied for a waiver from the warranty <br /> and have reason to believe it will be issued. <br /> <br /> The City Manager stated that what he is hearing Mr. Wilson <br /> say is that if you want to spend $20,000 more you can get <br /> $24,000 of your money back. <br /> <br /> The Council has already authorized $16,000 ,. so four of <br /> <br /> the sixteen could be reimbursed to the City out of the Section 18 <br /> money and all of the future appropriations which you might <br /> expend to keep that service going at the rate of $5,000 a month <br /> in the City. So by spending $20,000 more we can get $24,000 <br /> back, but obviously you have put $36,000 into t~e program on <br /> that basis. <br /> <br /> Mrs. O'Brien remarked that her major problem with supporting <br /> JAUNT is that we are setting ourselves up to compete with <br /> ourselves in that JAUNT is trying to get into the general <br /> transportation business as well as social service agency <br /> transportation. She could support matching the money for the <br /> sole purpose of providing social service transportation, but not <br /> <br /> <br />
