Appointment re: Housing <br />Advisory Board <br /> <br />Appointment re: <br />Joint Tourist Bureau <br /> <br />Appointment re: <br />Joinn Tourist Board <br /> <br />Appointment re: <br />Joint Tourist Board <br /> <br />Staff Report re: <br />JAUNT <br /> <br />163 <br /> <br /> On motion by Mrs. O'Brien, Cathy Leason was appointed to <br /> <br /> the Housing AdVisory Board, by unanimous vote. <br /> <br /> On motion by Mr. Gatewood, LeRoy Herndon was appointed to <br /> <br /> the Joint Tourist Bureau, by unanimous vote. <br /> <br /> On motion by Mr. Albro, Laverne McCauley was appointed to <br /> <br /> the Joint Tourist Bureau by unanimous vote. <br /> <br /> On mot±on by Mr. Buck, Mike Gleason was appointed to the <br /> Joint Tourist Bureau, by unanimous ~ote. <br /> <br /> The City Manager reminded the Council that a report has been <br /> received from JAUNT with regard to the present situation of <br /> the service in the City of Charlottesville as it relates to funding <br /> and have also received additional information from them as far <br /> as their service"today is concerned. He reminded that the Council <br /> had indicated it would consider this matter at this meeting and <br /> try to give them a decision. He stated that he spoke with <br /> representatives of the State Highway Department who indicated <br /> that they have made proposals and are in the process of sending <br /> them to the Federal Highway Administration for the division of <br /> Section 18 funds for operation, and they have made recommendations <br /> for both the City of Charlottesville and JAUNT, and that answers <br /> the question that we are_not necessarily competing for funds and <br /> it appears to him that Section 18 funds will be available some- <br /> time around the first of February if all goes well. He stated <br /> the situation is such that JAUNT requires additional funding from <br /> the City if it is to continue operations and then there is the <br /> matter of the twelve thousand dollars which would be the local <br /> match from the City to enable them to attract the Section 18 funds. <br /> <br /> Mr. Lloyd Wilson, Director of JAUNT stated that at the time <br />Of the application Albemarle County, as the financial sponsor <br />for JAUNT Section 18 application, represented that there were <br />firm commitments for local matching funds. The commitmenn is <br />necessary in order for the Section 18 funds to be awarded. <br />There is not a necessity that the funds actually be disbursed, <br />that the.~local matching funds be received, until such time as <br />the grant is awarded and contracts are signed. He stated the <br />lOcal matching share requirement could be,~esolved by merely <br />taking twelve thousand dollars out of the sixteen thousand that <br />has already been appropriated and making that an irreversible <br />appropriation. If the City Council were to say that four thousand <br />of that would be reimbursed when Section 18 funds are received, <br />but twelve thousand dollars is an outright grant that would <br />satisfy the local matching share requirements for JAUNT. It <br />would not satisfy the extra twenty thousand that the City <br />Manager has pointed out we will need in order to survive unnil <br />Section 18 funds are likely to be disbursed~s.o there would be an <br />outlay of $35,000. <br /> <br /> Mr. Buck asked if JAUNT did get the Section 18 grant will <br /> <br />it be retroactive and will the City recover all the monies it <br /> <br />has advanced in terms of loans. <br /> <br /> Mr. Wilson answered the Section 18 program is retroactive <br /> <br /> <br />
