162 <br /> <br /> Mrs. O'Brien said she would like to suggest that if you feel <br />the environmental impact is going to be determined by the design <br />of the road then she would suggest that there is probably no <br />harm in putting off the decision on the location for some of the <br />reasons she has stated before, and also for financial reasons, <br />if the Council at this point decides on this location .and the <br />Highway Department will then do some work planning. If the design <br />turns out to be something we cann't live with because of the <br />environmental impact you have unnecessarily expended future <br />funds of the City Shat you don't need to do if you can delay <br />that decision. There doesn't seem to be any pressing need <br />t~make the decision on the location especially if you feel <br />that the design of the road is going to have some effect on the <br />impact of the road. She feels that the Council is setting more <br />wheels in motion, that if you end up with something you cann't <br />live with will be impossible to stop those wheels. <br /> <br /> On motion by Mr~Albro, seconded by Mr. Gatewood the following <br /> resolution was adopted by the following recorded vote. Ayes: <br /> Mr. Albro, Mr. Brunton and Mr. Gatewood. Noes: Mr. Buck and <br /> <br />Mrs. O'Brien. <br /> <br /> WHEREAS, by prior request of this Council, the Virginia <br />Department of Highways and Transportation has instituted <br />Project U000-104~102, PE-101 and 0631-002-128, C-502 for the <br />extension and improvement of McIntire Road between Preston <br />Avenue in the City of Charlottesville and Rio Road (Route 631) <br />in the County of Albemarle; and <br /> <br /> WHEREAS, the department.~ proposed location for such <br />project was the subject of an official location public hearing <br />held as required by law on June 27, 1979; and <br /> <br /> WHEREAS, this Council has reviewed the transcript of <br />that public hearing and received recommendations regarding such <br />project from the City Planning Commission, and has discussed the <br />same in a work session on October 17, 1979~ and <br /> <br /> WHEREAS, such proposed location has been the subject <br /> of a further public hearing before this Council on November 5, <br /> 1979; and <br /> <br /> WHEREAS, the Council finds that such proposed location <br /> is the one which will best serve the public interest, and further <br /> finds that the construction of such project is necessary for the <br /> preservation of the public safety and welfare and the maintenance <br /> of a balanced transportation system within the City; now, <br /> therefore, be it <br /> <br /> RESOLVED by the Council of the City of Charlottesville, <br /> Virginia, that the location of the extension and improvements <br /> to McIntire Road between Preston Avenue and Rio Road (Route 631) <br /> as proposed at the location ~public hearing held on June 27, 1979, <br /> is hereby approved; and <br /> <br /> BE IT FURTHER RESOLVED that the Virginia Department of <br /> Highways and Transportation is hereby requested to proceed with <br /> the design of such project, in consultation with this Council <br /> and the City staff, at the earliest possible date. <br /> Mr. Buck moved that the Council consider appointing a citizens <br /> committee or a task force-to find some of the answers to some of <br /> the questions, and to provide input for the proposed extension <br /> of McIntire Road.
