162 Mrs. O'Brien said she would like to suggest that if you feel the environmental impact is going to be determined by the design of the road then she would suggest that there is probably no harm in putting off the decision on the location for some of the reasons she has stated before, and also for financial reasons, if the Council at this point decides on this location .and the Highway Department will then do some work planning. If the design turns out to be something we cann't live with because of the environmental impact you have unnecessarily expended future funds of the City Shat you don't need to do if you can delay that decision. There doesn't seem to be any pressing need t~make the decision on the location especially if you feel that the design of the road is going to have some effect on the impact of the road. She feels that the Council is setting more wheels in motion, that if you end up with something you cann't live with will be impossible to stop those wheels. On motion by Mr~Albro, seconded by Mr. Gatewood the following resolution was adopted by the following recorded vote. Ayes: Mr. Albro, Mr. Brunton and Mr. Gatewood. Noes: Mr. Buck and Mrs. O'Brien. WHEREAS, by prior request of this Council, the Virginia Department of Highways and Transportation has instituted Project U000-104~102, PE-101 and 0631-002-128, C-502 for the extension and improvement of McIntire Road between Preston Avenue in the City of Charlottesville and Rio Road (Route 631) in the County of Albemarle; and WHEREAS, the department.~ proposed location for such project was the subject of an official location public hearing held as required by law on June 27, 1979; and WHEREAS, this Council has reviewed the transcript of that public hearing and received recommendations regarding such project from the City Planning Commission, and has discussed the same in a work session on October 17, 1979~ and WHEREAS, such proposed location has been the subject of a further public hearing before this Council on November 5, 1979; and WHEREAS, the Council finds that such proposed location is the one which will best serve the public interest, and further finds that the construction of such project is necessary for the preservation of the public safety and welfare and the maintenance of a balanced transportation system within the City; now, therefore, be it RESOLVED by the Council of the City of Charlottesville, Virginia, that the location of the extension and improvements to McIntire Road between Preston Avenue and Rio Road (Route 631) as proposed at the location ~public hearing held on June 27, 1979, is hereby approved; and BE IT FURTHER RESOLVED that the Virginia Department of Highways and Transportation is hereby requested to proceed with the design of such project, in consultation with this Council and the City staff, at the earliest possible date. Mr. Buck moved that the Council consider appointing a citizens committee or a task force-to find some of the answers to some of the questions, and to provide input for the proposed extension of McIntire Road.
