He feels that although there is <br /> a major trust when dealing with park lands they are not totally <br /> inviolate from any touching and he thinks the design that is <br /> proposed and the location will have a minimal impact if you're <br /> going to have this roadway in the first pllace, His feeling.~is <br /> that the road is probably necessary and he: thinks time will _justify <br /> it, but he is going to vote against it more as a matter of process, <br /> because he feels that the valid questions he has and other people <br /> have can be answered with a sufficient amount of time. Justifications <br /> can be made and if the justifications cann't be validated then me <br /> feels all of the Council would change. There has been a lengthy <br /> planning process under way, but he is not entirely satisfied with <br /> some of the answers he has received, but the planning process is <br /> not as reliable as some people Would have us believe. He is going <br /> to vote against the resolution on a matter of procedure since <br /> this is something that can wait, there is no real pressure, and <br /> his feeling is that we can almost do this in tandem with the <br /> decision about design. The matter of design is totally related <br /> with the matter of justification. The design of the road is <br /> obviously going to depend on~ one where it is, and two the <br /> volumes you're talking about, which ~re the same things you're <br /> talking about in terms of location and for that reason he can <br /> say the Council can continue with the process, but try to get <br /> the answers to the questions that have been raised. <br /> <br /> Mr. Albro stated that in terms of the environmental impact <br />statement he thinks one of the problems we have is separating out <br />the different decisions Council has to make, The first decision <br />is, do we want a road, and of course that decision was made by <br />two Councils, this one and the previous one. The second issue <br />is where will it be located and there really isn't any other <br />place to put it practically speaking so he has no problem in <br />voting for that. In terms of the environmental impact, to the <br />extent it has an environmental impact and obviously it will, he <br />contends the design of the road is going to be chief determining <br />factor of the environmental impact and the extent that concerned <br />citizens w{%h to develop any position or information on the <br />environmental impact as it treats design is entirely appropriate <br />and he is quite confident the city staff would be more than <br />happy to work with them on that point. He has no problem with <br />environmental impact and will consider voting for location tonight, <br />on the location of this road. <br /> <br /> <br />
