He <br /> stated his feeling is that he must exercise his judgement, he <br /> has seen rational for this road and the facts to support it, and <br /> the projeCtions to justify it, and he suggests on thee best <br /> available evidence and it's~hould be acted upon. <br /> <br /> Mr. Gatewood stated he believes the need for the~road has <br /> been established over a period of years. He thinks the <br /> location that has been proposed is the best location and <br /> perhaps the only plauAible location and to put the road in <br /> where it has been planned will benefit a majority of the citizens <br /> of this community- <br /> <br /> Mrs. O'Brien commented that land that has been purchased <br /> with public and private money for the purpose of establishing <br /> parks, was not purchased for the purpose of trading off for a <br /> road. She stated that unlike Mr. Albro she was elected to office <br /> clearly stating that she was not infavor of a road going <br /> through Mclntire Park. She has at one time.voted for that road, <br /> and of the numerous votes she has participated in that was one <br /> she was not particularly happy with. She personally feels that <br /> in spite of the fact that there might have been a shell game <br /> played with money as far as what money is being used to put the <br /> park part in she thinks the Council and community has a moral <br /> obligation to require an environmental impact statement and she <br /> has asked for that before. She doesn't think what we have is <br /> adequate and she thinks it could be expanded upon. The Governor <br /> has told us there isn't as much money to build roads because <br /> people aren't buying enough gas to support building the roads <br /> to the level which was expected to be needed, so she thinks <br /> there is some validity to the argument that in future times we <br /> might not need as many. roads~ She offered as a subsfitute motion <br /> a delay of the vote on the resolution and requested that an <br /> environmental impact statement be developed to the adequacy that <br /> would be required were federal money being actually used to go <br /> through the park. The motion died for lack of a second. <br /> <br /> Mrs. O'Brien stated that at one of the public hearings one <br /> Of the members of the board of supervisors mentioned that we <br /> are getting more and more like New Jersey and she hates to see <br /> her home state being continually held up as a model of how <br /> horrorable things can be. On the other hand when she goes back <br /> home there is not a creek that has not been covered o~er and <br /> is q~_ige a mess, and she knows very well that ~she would not want <br /> to move from a place like Charlottesville to there. She tninks <br /> we should try to learn some lessons from history. There is a <br /> great deal of data which supports the fact that more and more <br /> and wider and wider roads have negative effects on downtown areas, <br /> and there is very, very little data that supports building wider <br /> roads to increase business in the downtown area, and if the <br /> Council would only take the time to look at some of that they <br /> <br /> <br />
